AN ORDINANCE AMENDING CHAPTER 9, SECTION 9.502, CODE
OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TEXAS
CHANGING THE SPEED ZONE ON LOUIS HENNA BOULEVARD
FROM IH 35 TO GREENLAWN BOULEVARD; PROVIDING FOR A
SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES
OR RESOLUTIONS.
WHEREAS, Section 545.352 of the Texas Transportation Code
establishes prima facie reasonable and prudent speed limits for
streets and highways situated in the state of Texas; and
WHEREAS, Section 545.356 of the Texas Transportation Code
authorizes the governing body of a municipality to alter, by
ordinance, prima facie speed limits pursuant to an engineering and
traffic investigation; and
WHEREAS, an engineering and traffic investigation was
conducted on Louis Henna Boulevard from the IH 35 East frontage
road to 200' east of Greenlawn Boulevard on the 31st day of July
1997; and
WHEREAS, a copy of said engineering and traffic study is
attached hereto and incorporated herein for all purposes as Exhibit
"A"; and
WHEREAS, the results of said engineering and traffic
investigation indicate that the existing speed limit of 55 miles
per hour on Louis Henna Boulevard from the IH 35 East frontage road
to 200' east of Greenlawn Boulevard should be decreased to 45 miles
per hour; Now Therefore

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS:
I.
That Chapter 9, Section 9.502(7), of the Code of Ordinances
(1995 Edition), City of Round Rock, Texas, (The maximum prima facie
speed limit shall be forty-five (45) miles per hour along the
following streets:) is hereby amended by adding the following:
ON FROM TO
Louis Henna Boulevard IH 35 East Frontage Road
north and southbound
a point 200' east
of its intersection
with Greenlawn Boulevard
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.

ITEM: 12D. Consider an ordinance concerning speed zone changes on Louis
Henna Blvd. from IH35 East frontage road to east of Greenlawn Blvd.
(Second Reading)
STAFF RESOURCE PERSON: Jim Nuse
STAFF RECOMMENDATION:
An engineering study of the speed zones on Louis Henna Boulevard from the IH 35 East
Frontage Road to 200' east of Greenlawn Boulevard has recently been completed. The
results of the study indicates that some adjustments to the existing speed zones are
appropriate. Approval of the proposed changes will decrease the speed limits to 45 mph
to match the existing level of development in the area and provide for safe operations of
the street. Currently, a 55 mph speed limit is posted, although I have not yet been able to
find a City Ordinance covering this section of road. The proposed changes are
summarized as follows:
Louis Henna Boulevard from IH 35 East Frontage Road to
200' east of Greenlawn Boulevard 45mph
Staff recommends Council approval.
