DATE: October 22, 1996
SUBJECT: City Council Meeting, October 24, 1996
ITEM: 9B. Consider an ordinance changing the time of collection of water and
wastewater impact fees for commercial and Industrial development.
(First Reading)
STAFF RESOURCE PERSON: Jim Nuse
STAFF RECOMMENDATION:
Traditionally, connections to the utility system do not impact the system until after
a Certificate of Occupancy is issued. Staff proposes to charge Impact Fees at time of
Certificate of Occupancy instead of at permit application time. This is consistent with
Impact Fee collection for single family homes.
