'qg 4F4 AN ORDINANCE AMENDING CHAPTER 1, §1.1902(2)(c), CODE OF ORDINANCES (1995 EDITION), CITY OF ROUND ROCK, TO RAISE THE NON-RESIDENT LIBRARY USER FEE FOR FAMILIES FROM $25.00 TO $35.00; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 1, §1.1902(2)(c), Code of Ordinances (1995 Edition) is hereby amended to read as follows: (c) All other non-residents shall be charged an annual non-refundable fee of fifteen dollars ($15.00) per person or thirty-five dollars ($35.00) per family for the issuance of a library card. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The 1-3 member category will most likely purchase the individual card or two individual cards. Currently, all family cards are $25.00, with up to 60 books checked out at one time. Recommend family cards go to $35.00, with 40 books checked out at one time. Recommend single member card stay at $15.00 this year. A 10 book limit exists (true for resident cards also). 10% of our card holders are non-residents Non-residents do over 15% of our circulation I expect the non-resident card to be more heavily used with the increase in City of Austin Library fees. Consider an ordinance amending the non-resident Library User Fee. (Second Reading) STAFF RESOURCE PERSON: Dale Ricklefs STAFF RECOMMENDATION: The Library is recommending a change to the non-resident fee rate in the city's ordinance. We recommend that the family rate be changed to $35.00 per year with a limit of 40 books checked out at one time. We currently have two card rates: $15.00 for the individual card and $25.00 for the family card. With an individual non-resident card, 10 books may be checked out per card. This is the same restriction followed by our residents. With the family non-resident card, currently up to 60 books can be checked out at one time, with a small family paying the same rate as a larger family using the library more regularly. The ordinance change begins to treat each non-resident on an equal footing with our residents. The cost of the library for each resident is almost $14.00 per person, excluding services from other departments and the retirement of bond debt. The $15.00 per person rate is a good baseline, and for this year, we do not recommend changing it. However, when a non-resident family has 2 people or 6 people actively using the library, the $25.00 card rate does not begin to cover, on an equal footing with our residents, costs to administer and maintain the program. In instituting the policy, we would encourage each non-resident user to obtain his or her own card, and discourage the family card concept and related cheaper cost. However, we have provided for a hypothetical family of 4 paying a card that is technically $25 less than what a similar family in Round Rock is paying for library services. This is a first step in weaning 5% of our user base from the family non-resident card. Area library non-resident rates include $48 at the City of Austin Public Library effective October 1, up from $36 per person. They do give additional cards to families, with an additional fee of $5.00 per card. Westbank Community Library is proposing $35 per year, up from their current $25 per year. Both libraries have only one card option (no breakdown between individual and family cards). Georgetown, our reciprocal borrowing partner, has a non-resident fee at our old rate, and will be investigating an increase next year. In my discussions with the Georgetown Library Director, they are looking at alternative formulas in deriving the non-resident fee rate.
