G-94-07-28-9F - 7/28/1994ORDINANCE NO. 0- - q q - Ems' 7 -JY- 9 r AN ORDINANCE AMENDING CHAPTER ONE, SECTION 1.2309, CODE OF ORDINANCES (1990 EDITION), CITY OF ROUND ROCK, BY ESTABLISHING A QUORUM FOR THE TRANSACTION OF BUSINESS BY THE GOLF COURSE ADVISORY BOARD; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, THAT: I. That Chapter One, Section 1.2309, Code of Ordinances (1990 Edition), City of Round Rock, is hereby amended read as follows: 1.2309 MEETINGS AND QUORUM OF MEMBERS The board shall meet at regular intervals with advance notice posted in accordance with the Texas Open Meetings Act. Additionally, meetings may be called upon request of the chairman, upon written request of three (3) members, or upon notice from the director of parks and recreation that a matter requires the consideration of the board. Four (4) board members shall constitute a quorum for the purpose of transaction of business. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. KS/ORDINANCE OR40728F.2 Alternative 1. DATE: July 25, 1994 SUBJECT: CITY COUNCIL MEETING, JULY 28, 1994 ITEM: 9.F. Consider an ordinance establishing a quorum for the Golf Course Advisory Board. (First Reading) STAFF RESOURCE PERSON: Sharon Prete STAFF RECOMMENDATIONS: APPROVAL When the Golf Course Advisory Board was created, it was composed of 7 members appointed by City Council. In October of 1992 the ordinance was amended to include 3 additional appointees by Franklin Capital Corporation or its successor, bringing the board total to 10 members. In the past year 5 meetings have been cancelled due to lack of quorum. The development community members have been unable to attend on a regular basis. Staff recommends that the ordinance be amended; requiring only 4 members to constitute a quorum. The number is based on the original 7 member board appointed by Council.
