G-94-06-23-8B - 6/23/1994ORDINANCE NO. gq Li 'CO 3 - U �J AN ORDINANCE AMENDING SECTION 9.502 (3), CODE OF ORDINANCES, 1990 EDmON, CITY OF ROUND ROCK, TEXAS; THEREBY DECLARING THE MAXIMUM PRIMA FACIE SPEED LIMITS UPON EAST MAIN STREET WITHIN THE CORPORATE LIMITS OF THE CITY OF ROUND ROCK, TEXAS, PURSUANT TO AND IN ACCORDANCE WITH THE PROVISIONS OF THE "UNIFORM ACT REGULATING TRAFFIC ON HIGHWAYS' (VERNON'S ANN. CIV. STAT. ART. 670ID); AND PROVIDING A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. Based upon an engineering and traffic investigation and pursuant to and in accordance with, the provisions of the "Uniform Act Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes, article 6701d), the City Council hereby determines and declares that except when a special hazard exists that requires lower speeds in order to avoid colliding with any person, vehicle or other conveyance on or entering a street or highways, the limits, specified in this Ordinance shall be lawful, but any speed in excess of the limits specified in this Ordinance shall be prima facie evidence that the speed is not reasonable or prudent, and that it is unlawful. II. That Section 9.502 (3), Code of Ordinances, 1990 Edition, City of Round Rock, Texas, (The maximum prima facie speed limit shall be twenty-five (25) miles per hour along the following street:) is hereby amended by adding the following: ON FROM TO Main Street Mays Street Sheppard Street (eastbound) Main Street Sheppard Street Mays Street (westbound) A. All ordinances, parts of ordinances, or resolution in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. Alternative 1. By motion duly made, seconded and passed with an affirmative vote of all the Council members present, the requirement for reading this ordinance on two separate days was dispensed with. Note: Currently the speed limit within the study area is unposted. Vehicles Recorded Eastbound/Westbound 194 225 212 197 2) Roadside development, culture and friction This two -block street segment consists of the Round Rock downtown. Businesses, offices and civic buildings front this span of Main Street. 3) Road surface characteristics, shoulder conditions This is a paved, median -divided, two lane roadway with curb and gutter throughout the study area. Main Street from Mays Street east to its terminus is classified as a minor arterial. 4) Grade and alignment This street segment is straight; it contains a slope which is gradual and extends from a higher west elevation to a lower east elevation. 5) Sight distances Sight distance is good through this straight, two -block street segment. 6) Safe speed for curves or hazardous locations within the zone. There are no curves or hazardous locations within this zone. 7) Parking practices and pedestrian activity The study segment contains a paved lane in either direction and a series of center -street paved parking spaces. In addition, there are multiple head -in forty-five (45°) degree angle paved parking spaces almost throughout this two -block roadway length. In all, there are seventy-six (76) angle spaces and eighteen (18) center -street spaces. There is also a well-defined, continuous sidewalk system. 8) Accident History All of the intersections included in this study have sustained accidents in the recent past. Notably, the intersection of Main and Mays streets has been a notorious accident site. (In 1993 there were four (4) traffic accidents at Mays and Main and one (1) at East Main and Sheppard). General Comments This is a traffic study of downtown Round Rock. The purpose of this study is to demonstrate that the prevailing, unposted thirty (30 mph) mile per hour speed limit authorizes an inappropriately high rate of speed, and that lowering this limit is in order. This condusion is supported by the potential for traffic hazards posed by head -in and center -street parking/by pedestrian considerations, by the actual accident history for the study area, and, most especially the behavior of motorists traversing the study segment as recorded by this study. Summary That portion of East Main Street that extends from Sheppard Street west to Mays Street bisects downtown Round Rock and is classified as a minor arterial roadway. The expectation was that because of head -in and center - street parking and considerable foot traffic the unposted speed of thirty (30 mph) miles per hour was inappropriate. This belief has been confirmed by the traffic counts included herewith. Accordingly, motorists are already choosing a speed slightly lower than twenty-five (25 mph) miles per hour. Based on this important study result the following recommendations are now being presented: 1) Establish a twenty-five (25 mph) mile per hour speed limit along East Main Street from Mays Street to Sheppard Street. 2) Install "Speed Zone Ahead" advisory signs at appropriate locations on East and West Main Streets. 3) Install "No U -Turn" signs at appropriate locations along East Main Street from Mays Street to Sheppard Street. 1 Paul Gariel, AICP, - for Planner Planning and Community De,,ludiswent a IJ1/uDn I 4 Alvin L. Main St. Traffic Study I have completed the four phases of the E. Main St. traffic study and calculated an 85 percentile speed of 24 mph for each observation. For the following three segments, I recorded the speed of each car that passed completely through the segment: East bound between Lampassas and Sheppard East bound between Mays and Lampassas West bound between Sheppard and Lampassas For the West bound Lampassas/Mays section, where traffic is affected by the light at the intersection, I recorded the speeds of those cars that did not brake in anticipation of the light until it became necessary at the last moment. In none of the observations did I record the speed of cars that were braking to park, turn, or compensate for slower or stopped traffic directly ahead. Where they were traveling in a train, I recorded the speed of only the lead car. My personal observation of traffic movements along this portion of E. Main St. is that, with the occasional exception, most people drive cautiously in anticipation of pedestrians and of cars backing out of parking spaces or entering Main St. from one of the cross streets, were vision is limited.
