AN ORDINANCE DESIGNATING THE INTERSECTION OF OAKLANDS DRIVE
AND CLEARWATER DRIVE AS A STOP INTERSECTION BY ADDING STOP
SIGNS ON OAKLANDS DRIVE; PROVIDING A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
That pursuant to Section 9.800, Code of Ordinances, [1990 Edition], City of
Round Rock, Texas, the below described intersection is hereby designated a stop
intersection with stop signs to be erected as follows:

A. All ordinances, parts of ordinances, or resolutions in conflict herewith
are expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not
invalidate other sections or provisions thereof.

Subject: Proposed four-way stop intersection at Oaklands Drive and Clearwater
Drive in the Oaklands.
Study Objective. The objective of this traffic mini -study is to assess the need
for a four-way stop at Oaklands Drive, a collector street, and Clearwater Drive, a
residential street, in The Oaklands.
Basis for Study. Several members of the Oaklands Homeowner Association
have requested this study in the belief that a four-way stop at this intersection would
improve the traffic flow through this and the adjoining subdivision. In support of
this contention certain important developments have recently occurred. First, the
long-awaited traffic signal at Round Rock Avenue (RM 620) and Oaklands Drive was
put into service. Not long thereafter the subdivision known as The Oaklands Section
Four was granted final approval; this development, currently under construction,
will, on completion, provide the missing roadway link for Oakwood Boulevard.
Accordingly, Oakwood will finally function as a truly significant collector street, and
the so-called "planning warrant" allows the municipal government entity to
anticipate the consequences of these notable events.
Expectations. Given this new traffic pattern, it will be attractive for eastbound
motorists to utilize Oaklands Drive to reach RM 620 in order to make a left turn at
the traffic signal. By the same token westbound motorists will likely opt for
Oakwood Boulevard as the preferred route to RM 620 --avoiding the congestion at
Oaklands Drive and RM 620 --in order to make an easy right turn after stopping.
In both instances motorists will tend to use Clearwater Drive to travel from
Oaklands Drive to Oakwood Boulevard or the reverse. Though Clearwater is a
residential street, it nevertheless functions as a collector street in that it represents a
very important link between Oaklands Drive and Oakwood Boulevard. In addition,
Clearwater conveys a very large volume of vehicle trips from locations east of
Oaklands Drive to Oaklands Drive.

Accordingly, and particularly during peak times, Clearwater Drive will soon
accommodate an especially high volume of cross -traffic. At the same time Oaklands
Drive will continue to carry a very high volume of traffic seeking either to exit the
residential area at the traffic signal or to utilize Clearwater to reach Oakwood and
from there to RM 620 and points west. Given these anticipated very high traffic
volumes for Oaklands Drive and Clearwater Drive, the planning warrant then makes
it possible to establish a four-way stop in advance of these projected circumstances in
order to avoid long delays by motorists wishing to access Oaklands Drive from
Clearwater Drive and in order, generally, to achieve a smoother transition as the
traffic flow increases based on the events described earlier.
Precedent. Normally, a four-way stop is recommended for streets of equal
capacity (paving width). However, the four-way stop at Oakridge Drive (forty -foot
paving width) and Creekview Drive (thirty-foot paving width) functions very
successfully as an exception because of the high volume of vehicle trips sustained by
Creekview. The Oakridge/Creekview intersection is accordingly regarded as a local
analogy with Oaklands/Clearwater.
Conclusion. Because of the traffic signal at RM 620 and Oaklands Drive
combined with the imminent completion of Oakwood Boulevard the traffic volume
for Clearwater Drive will escalate dramatically. To accommodate the equally high
traffic volume posed by Oaklands Drive at its intersection with Clearwater, a four-
way stop is indicated (currently Clearwater stops in favor of Oaklands).
Recommendation. These study results recommend the establishment of a
four-way stop at the intersection of Oaklands Drive and Clearwater Drive.

intersection. This measure has been requested by the Oaklands Homeowner
Association and especially because of recent development is now regarded as a
supportable policy. The traffic mini study is attached.
