AN ORDINANCE AMENDING CHAPTER 1, SECTION 1.1400, CODE
OF ORDINANCES (1990 EDITION), CITY OF ROUND ROCK TO
ALLOW THE DISCHARGE OF FIREARMS IN AN INDOOR FIRING
RANGE; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES OR RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS, THAT:
I.
That Chapter 1, Section 1.1400, Code of Ordinances (1990
Edition), City of Round Rock, is hereby amended to read as follows:
1.1401 UNLAWFUL TO DISCHARGE FIREARMS WITHIN CITY LIMITS
It shall hereafter be unlawful to discharge within the
corporate limits of the City of Round Rock, Texas, any
firearm, airgun, BB gun, pellet gun, or any other
mechanism projecting lead or any missiles.
1.1402 EXCEPTIONS
This section shall not be construed to prohibit the
following:
Any officer of the law from discharging a firearm
in the lawful performance of his duty.
Any citizen from discharging a firearm when
lawfully defending person or property.
The use by workers in the construction business of
any mechanism designed to propel nails, bolts,
screws, rivets or other fasteners, as long as such
mechanism is being used in the manner in which it
was intended.
(4) The discharge of firearms during organized
competitive events, when a permit therefor has been
issued by the city council. The city council may
issue a permit only when the organizer has:
(a) made application for a permit, indicating its
name, address, date, time, duration, location,
number of participants, and type of event;

(b) provided evidence that adequate provisions
have been made to ensure the safety of the
public, spectators, participants, and
property; and
(c) provided the city with evidence of insurance
coverage for spectators and property in the
amount of three hundred thousand dollars
($300,000.00) combined single limit. The
insurance policy shall also name the City of
Round Rock as an additional insured.
(5) The discharge of firearms in an approved indoor
firing range.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative
vote of all the Council members present, the requirement for
reading this ordinance on two separate days was dispensed with.
