' The Round Rock Charter Review Commission met on Wednesday, November 6, 1991 at 7:00
p.m. in the City Council Chamber, 221 E. Main Street.
ROLL CALL: Those members present were Chairman Tom Gill, Vice-Chairman Roy Beard,
Commissioners Jerry Van Hyfte, Diane Shapiro, N. G. Whitlow and John Manbeck. Commissioner
Dunham was absent. Also present were Joanne Land, Assistant City Manager/City Secretary and Steve
Sheets, City Attorney.
APPROVAL OF MINS: October 16. 1991
MOTION: Commissioner Beard moved to approve the minutes as submitted. Commissioner Van
Hyfte seconded the motion.

Commissioner Manbeck
Commissioner Gill
Noes: None
Absent: Commissioner Dunham
ACTION: The motion carried unanimously.
PUBLIC HEARING:
3A. Consider public testimony concerning the current Round Rock City Charter.
Chairman Gill opened the public hearing.
Mayor Pro-tem Culpepper informed the Commission that he had no concerns with the Charter. He
added that the first charter commission did a very good job of putting it together and did not wish to make
any changes.
Mayor Robinson informed the Commission that he had no concerns with the current Charter. He
• added the Charter in it's present form is a good document.
CONSIDER DISCUSSION AND A GENERAL OVERVIEW OF THE CITY CHARTER: The
Commission reviewed the list of comments regarding the Charter which were compiled during the
November 6, 1991

previous meetings.
Commissioner Van Hyfte expressed his concern that the word disabilities was not included in
Article 13, Section 13.08 (a)(1).
Steve Sheets informed the Commission that they needed to be cautious about what is added to the
Charter. They need to make sure they don't go beyond federal regulations and would hesitate to insert the
word "disabilities" to that section until he finds out what the Disabilities Act really means.
Commissioner Van Hyfte said he felt that this was important enough to be addressed.
Sheets assured Commissioner Van Hyfte that the City would comply with federal regulations.
It was the consensus of the Commission that the Charter contained a number of typographical
errors and housekeeping items, however, the items did not in any way warrant an election to amend the
Charter. They recommended that a list of the housekeeping items they found be kept on file for any future
Charter Review Commissions to consider. Chairman Gill asked Joanne Land to compile the list and
provide a copy to the Commissioners prior to presenting their recommendation to the Council.
Chairman Gill will present the Commission's recommendation to the City Council on either
November 14th or November 26th.
At this point the Charter Review Commission completed their duties. No further meetings were
scheduled.
