Minutes - Regular Meeting - 2/13/2001 �l Ethics Review Commission February 13; 2001 The Ethics Review Commission of the City of Round Rock, Texas met on Tuesday, February 13, 2001 at 7:00 p.m. in the City Council Chamber, 221 East Main Street. ROLL CALL: Those members present were Commissioners Carol Chafin, Marvin Denman, Dennis Graffious, Sue Raye, Phil Scott, Ray Shannon, and Berry Sullivan. Also present were Assistant City Manager/City Secretary Joanne Land and Special Counsel for the Ethics Review Commission Barney Knight. ADMINISTER OATH OF OFFICE TO NEW MEMBERS: Commissioner Carol Chafin, Marvin Denman, Dennis Graffious, Sue Raye, Phil Scott, Ray Shannon, and Berry Sullivan received, read and signed the Statement of Appointment document and then took the Oath of Office to serve on the Ethics Review Commission. ELECTION OF CHAIR: Interim Chairman Sullivan opened the floor for nominations. MOTION: Commissioner Graffious moved that Sue Raye be appointed as Chair by acclamation. The motion was seconded by Commissioner Scott,which was unanimously approved by all the Council members present. VOTE: Ayes: Commissioner Denman Commissioner Graffious Commissioner Raye Commissioner Scott Commissioner Shannon Commissioner Sullivan Noes: None Absent: Commissioner Chafin ACTION: The motion carried. ELECTION OF VICE-CHAIR: Chairman Sullivan opened the floor for nominations for Vice-Chair. Dennis Graffious and Marvin Denman were nominated. The results from a poll of the Commission are as follows: Dennis Graffious - 2 votes Marvin Denman - 4 votes appointed Consider a review of the Ethics Ordinance and discussion of the Duties and Responsibilities of the Commission and the Commission members. Commissioner Sullivan noted that the Commission needs to determine the realms, scope and purpose of the commission concerning the Ethics Ordinance. Mr. Knight and the Commission went over the City's Ethics Ordinance and discussed certain sections of the ordinance. At the request of the Commissioners, Mr. Knight offered clarification of specific sections. He added that the guidelines and restrictions of the City's Ethics Ordinance are far stricter than the State law. The Commission noted that additional detailed discussion was needed to go over the entire Ethics Ordinance to,see if it needed updating. Staff will provide to the Commission a copy of the updated Charter and a copy of Mayor Stluka's direction to the Ethics Commission regarding the City's Ethics Ordinance. Mr. Knight will also provided copies of State Statutes for the Commission.to review.
