(a) the duties, responsibilities and limitations of individual
members of the Commission and the Commission as a body,
(b) the complaint, investigative and hearing process, and
(c) interpretation of the ordinance in general.

Discuss and consider establishment of appropriate format,
guidelines and procedures, consistent with the ordinance and due
