ORDINANCE PRESCRIBING RATES FOR CITY'S WATERWORKS
AND SANITARY SEWER SYSTEM
THE STATE OF TEXAS
CITY OF ROUND ROCK
COUNTY OF WILLIAMSON
ON THIS, the 23rd day of January, 2.964, the City
Council of the City of Round Rock, Texas, convened in special
session, at the regular meeting place thereof in the City Hall,
there being present and in attendance the following members,
to -wit:

and with the following absent:
constituting a quorum; and among other proceedings had by said
City Council were the following:
ALDERMEN
Mayor Anderson introduced a proposed ordinance. The
ordinance was read in full.
Alderman (241,aT.414,L made a motion that any rule re-
quiring ordinances to be read at more than one meeting be sus-
pended. The motion was seconded by Alderman
carried by the following vote:

The ORDINANCE is as follows:
"AN ORDINANCE by the City Council of the City of
Round Rock, Texas, prescribing rates to be charged
for services furnished by the City's Waterworks
and Sanitary Sewer System; repealing all ordinances,
orders or resolutions in conflict but only to the
extent of said conflict; and declaring an emergency."
WHEREAS, the City Council has determined that it is
necessary and to the best interest of the City and its inhabi-
tants to provide a schedule of rates or charges to be made for
the services furnished by the City's Waterworks System and
Sanitary Sewer System; therefore
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
R0TJ1' D ROCK, TEXAS:
SECTION 1: That the following schedule of monthly rates
or charges for services furnished by the City's Waterworks System
shall be and such is hereby adopted and established as follows,
to wit:

SECTION 2: That the following schedule of monthly rateO
or charges for services furnished by the City's Sanitary Sewer
System shall be and such is hereby adopted and established as
first
follows, to -wit: Rates for each user $1.00 for/ commode and $.50 for
each thereafter.
SECTION 3: That such rates and charges hereby fixed
and prescribed shall be paid by the users of the Waterworks and
Sanitary Sewer System to the Secretary of the City of Round Rock,
Texas, in advance of the 10th day of each month, and which shall
be the date such rates or charges shall become due and payable;
and in any case any user or customer of such system does not pay
the amount due by such user or customer within fifteen (15) days
from the date the same becomes due and payable, then it is
hereby made the duty of the City Secretary to add a ten per cent
(10%) penalty to the amount past due and unpaid.
SECTION 4: In event any user or customer of such
water and sewer systems does not pay matured rates and charges
within thirty (30) days from the date the same become due and
payable, it is hereby made the further duty of the City Secretary
to disconnect the water and sewer service; and whenever the amount
past due and delinquent is paid by such user or customer, such
service may be resumed, but there shall be charged and collected
a re -connection charge of One Dollar ($1.00).
SECTION 5. That no free service shall be allowed, and
to the extent that the City of Round Rock, Texas, or any of its
agencies or instrumentalities avail themselves of the services
and facilities provided by the systems, they shall pay therefor
the same rates and charges herein prescribed.
SECTION 6: That all ordinances, resolutions or orders
heretofore enacted, passed and adopted by the governing body of
the City of Round Rock, Texas, or parts thereof, in conflict
herewith, are hereby repealed to the extent of such conflict.

SECTION 7: The public importance of this measure and the
fact that it is to the best interest of the City and its inhabi-
tants to provide the rates for water and sanitary sewer services
as herein set forth for the orderly conduct of the City's
business, constitute and create an emergency and an urgent public
necessity, requiring that any rule providing for ordinances to
be read or voted upon at more than one meeting of the City Council
be suspended, and requiring that the ordinance be passed and take
effect as an emergency measure, and such rules are accordingly
suspended and this ordinance shall take effect as an emergency
measure and be in full force and effect after passage, and it is
so ordained.
