O-71-214 - 6/24/1971No. 214 AN ORDINANCE ORDINANCE PROVIDING FOR THE ETgCTION OF ALDERMEN BY PLACE NUMBER WHEREAS, the City of Round Rock, Texas is incorporated under the general laws of the State of Texas ; and WHEREAS, the City of Round Rock, Texas is not divided into wards; and WHEREAS, the City of Round Rock, Texas is functioning under the aldermanic form of government, and its governing body is the City. Council of the City of Round Rock, composed of a Mayor and five (5) Aldermen; and WHEREAS, the Aldermen of the City of Round Rock are elected from the city at large; and WHEREAS, two (2) Aldermen were elected in April, 1971 to serve for a term of two (2) years, and three (3) Alermen were elected in April, 1970 to served for a term of two (2) years; and WHEREAS, the next succeeding regular city election of the City of Round Rock will be held on Saturday, the 1st day of April, 1972, as provided in Article 978, Revised Civil Statutes of Texas, 1925, as amended by Section 73, of Chapter 723, Acts 1967, 60th Legislature, Regular Session, pages 1858, 1930; and WHEREAS, the passage and approval of this ordinance will occur at least sixty (60) days prior to the next succeeding regular city election; and WFEREAS, Article 980b, Vernon's Texas Civil Statutes (Acts 1967, 60th Legislature, Regular Session, Chapter 138, page 293) auth- orizes any city or town, not divided into wards and incorporated under the general laws, and which elects its aldermen from the city at large at least sixty (60) days prior to any regular city election, by ordinance to provide that aldermen shall be elected by the place system; Now therefore, BE IT ORDAINED BY TE CITY COUNCIL OF PIE CITY OF ROUND ROCK, TEXAS: Section 1. The election of aldermen in the City of Round Rock shall be by the place system. After enactment of this ordinance, the offices of the two (2) Aldermen whose term of office will expire in April, 1973 shall be designated as Aldermen, Place NO. 1 and Aldermen, Place No. 4, respectively; and the offices of the three (3) Aldermen whose term of office will expire in April, 1972 shall be designated as Alderman, Place No. 2, Alderman, Place No. 3, and Alderman, Place No. 5, respectively. Section 2. At the regular City Council meeting held June 3, 1971 Aldermen drew for place number with the following results: Place 1, James Toungate and Place 4, Garfield McConico whose terms of office will expire in April, 1973. Place 2, Ray Litton; Place 3, Gene Parker; and Place 5, Ben Salazar whose terms of office expire April 1972. Section 3. Commencing with the regular city election to be held on the first Saturday in April, 1972, being the 1st day of April, 1972, and at all subsequent elections held thereafter, as their terms of office expire, the offices of Aldermen shall appear on the ballot as separate offices by place number, and any candidate for the office of Alderman shall declare the office by place number to which he is seeking election, and shall file his application to have his name printed on the ballot for a specific place on the City Council. The votes at any such election shall be counted separately for each office of Alderman, and the candidate receiving the highest number of votes for the place for which he is a candidate shall be declared elected Alderman for such place.
