"ARSON REWARD ORDINANCE"
In order to secure a credit of 2% in your Key Rate for an Arson Reward Ordi-
nance, it is necessary that such an ordinance shall state in substance as follows:
ARSON REWARD
The City of. r ip1 , Texas, hereby offers a reward of TWO
HUNDRED AND FIFTY DOLLARS ($250.00) for the arrest and conviction
of any person or persons found guilty of committing the crime of ARSON
within the corporate limits of said City of of9 Texas.
This reward is a standing offer, and shall be paid 'out of the
fund of the City of r Texas.

Placards eight inches by twelve inches in size showing the above reward is offered
must be placed in wooden frames under glass inside of at least six different public
buildings. A certified copy of the ordinance, a copy of one of the placards, and alist
of the buildings where the placards have been posted as outlined must be furnished to
the State Board of Insurance, Austin 14, Texas. Upon receipt of this information, if
found to be in order, immediate steps can be taken to allow the credit.
NOTE: In cities of over 10, 000 population there must be at least twelve (12) placards
posted.

We wish to thank you for the cooperation given to our engineer during his
visit to your city. The following recommendations are made to show how
improvements may be made in your fire protection facilities.
We wish to point out that before your key rate can be reduced to 404 or
less it will be necessary to install ground storage facilities and service
pumping units. The service pumps must have a total rated capacity of
1,000 GPM, at 150 -ft. operating head, and discharge into an 8 -inch or larger
main all the way to the mercantile district. We recommend that you install
either two 500 -GPM or two 250 -GPM and one 500 -GPM service pumps to meet
our requirement. These pumps should take suction from at least a 300, 000
gallon ground storage reservoir which should be built in two sections, so that
one section will be in service while the other is being cleaned or repaired.
Also, both your present wells must discharge into the storage reservoir so that
you will have a duplicate water supply. If your service pumps are housed in a
building then it must be of solid masonry walls with a reinforced concrete slab
roof. If this pump station is placed in service, charges totaling 8 can be
removed from your key rate which will mean a saving of approximately $1, 200.
each year to the citizens of your city.
Your present elevated tank is 40% deficient in capacity which results in a
2 charge in your key rate. To avoid this charge, we recommend that an
additional elevated tank of at least 100, 000 gallon capacity be installed on
at least a 100 -ft. tower, and fed by an 8 -inch or larger main all the way to
the mercantile district from the pumping station.
We recommend that the iron -clad shed over No.2 well be replaced with a
building of solid masonry walls and a reinforced concrete slab roof, in order
to remove a 3 charge from your key rate.

We are enclosing a copy of our map showing where additional mains
and fire hydrants are required to remove a 14 charge from your key
rate.
In connection with your fire department, please instruct the Fire Chief
to see that a minimum of 17 men attend each drill, and that he should
make his monthly drill reports more complete.
Your present 1938 Ford pumper failed to pass the required in-service
test and a charge for pumper inadequate in capacity is now in order
in your key rate. Our engineer reports that the engine was badly missing
and should be tuned.
We recommend that a new 500 GPM triple combination pumper be purchased
as soon as funds become available.
Please see that your department is represented at the Firemen's Training
School at College Station this July 21-26.
If you believe there are less than 40% combustible roofs in your residential
areas please follow the instructions on the enclosed survey blank.
Due to a recent revision in our Key Rate Schedule your present $100.00
Arson Reward must be increased to $250.00. Please follow the instructions
on the enclosed memorandum.
