The ERR shall be available for public review and must contain all of the recommended formats. The ERR must contain all of the environmental review documents, public notices, written determination and any environmental review findings pertaining to the decision making and actions related to individual project. The CDBG Greenhill Park Improvements project required that a Categorical Exclusion Subject to 58.5 Determination 24 CFR 58.35 (a) (1), Statutory Checklist and Statutory Worksheet and a Compliance Checklist be conducted and executed by the Certifying Officer. The Brownsville & Matamoros International Bridge is a large swing bridge that dates back to 1910 and is still in use today by automobiles and railroad trains, connecting Brownsville, Texas with Matamoros, Tamaulipas. The bridge is now operated by the Brownsville and Matamoros Bridge Company, a joint venture between the Mexican government and the Union Pacific Railroad. European warships anchored offshore to maintain the port's neutrality, and managed to do so successfully throughout that conflict, despite occasional stare downs with blockading ships from the US Navy.
