WHEREAS, pursuant to the Public Improvement Assessment Act,
Chapter 372, Local Government Code, V.A.T.S., a Petition for
Establishment of Southeast Loop Public Improvement District has
been presented to the City Council of Round Rock, Texas, and
WHEREAS, the petition was signed by a majority of the owners
of real property liable for assessment under the proposal, and
WHEREAS,
connecting the

BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Council hereby determines that the proposed
improvement is advisable for the health, safety and welfare of the
citizens of Round Rock and that the improvement confers a special
benefit in a definable part of the City, and
BE IT FURTHER RESOLVED,
That the City Secretary is hereby directed to cause notice of
required hearings to be published in accordance with Chapter 372,
Local Government Code, V.A.T.S.

Dear Ms. Land:
This is our request to establish a public improvement district pursuant to Chapter 372 of the Texas
Local Government Code.
The attached petitions represent 80 Percent of the property within the proposed district. In addition,
Williamson County expects to soon become the owner of the remaining 95.6 acres within the
proposed district and agrees with the establishment of the proposed district. (This will bring the total
to 100% of property owners.)
The proposed improvements consist of a 16 inch water line which would connect the existing 16
inch water line in County Road 170 to the existing 16 inch water line in High Country Blvd.
The estimated cost of the line is $525,000.00, as identified in the opinion of probable cost prepared
by Baker Aiken & Associates, Inc. and planning and engineering fees required to establish the
district and construct the lines.
The boundaries of the proposed assessment district are shown on the attached exhibit B together with
mets and bounds descriptions of each of the tracts of land to be included.
The proposed method of assessment is described in the attached exhibit C. The assessment is based
on acreage, frontage and the new LUE required by specific properties as agreed upon by the
petitions. Current public rights of way have been excluded.
The proposed apportionment of costs between the public improvement district and the municipality
as a whole is as follows:

1. Property owners within the PID would be responsible for 81 percent.
2. The City would be responsible for 29 percent as a contribution for oversizing the
water line.
The City of Round Rock, Texas will manage the District.
The persons signing the petition concur with the establishment of the District.
An advisory board may be established to develop and recommend an improvement plan to the City
Council.
I believe this meets the requirements of Sec 372.005 of the Texas Local Government Code.
This request is the result of months of discussions with property owners, Williamson County
Officials, and senior city staff.
Please place this petition on the next Council Agenda so that Council may refer this matter to the
Director of Public Works and the Director of Planning for their recommendation.
Due to our ongoing discussions with City Staff we would anticipate being able to have a resolution
with on findings and advisability on Council Agenda on August 10, 1995.
I have attached a draft schedule for the entire process which will coordinate the related Annexations
and PUD/Zoning.

PUBLIC IMPROVEMENT ASSESSMENT DISTRICT
TO THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, AND THE MAYOR OF
THE CITY OF ROUND ROCK, TEXAS:
The undersigned landowners, pursuant to the Public Improvement Assessment Act, Chapter
372.001 et seq., Local Government Code, Vemon's Annot. Civil Statutes, respectfully petition the
Mayor and the City Council for the establishment of the South East Water Loop Public Improvement
Assessment District.
In support of said petition, Petitioners show to City Council the following:
1. General nature of proposed improvement.
The proposed improvement shall consist of a 16 inch water line connecting
the 16" water line in Louis Henna Blvd. to the 16" water line in High Country
Blvd. as shown on Exhibit A.
2. Estimated cost of improvement.
The option of probable cost of the improvement is $525,000.00, that includes
a 10% contingency, Planning, Engineering & Survey fees.
3. Boundaries of proposed assessment district.
The boundaries of the proposed assessment district are as described in
Exhibit "B", attached hereto and incorporated herein.
4. Proposed method of assessment.
The proposed method of assessment is based on their allocations as depicted
in Exhibit "C", attached hereto and incorporated herein.
5. Proposed apportionment of cost between assessment district and the City of Round
Rock.
Property owners within District shall be responsible for $375,000 of the total
cost of improvement. The remaining $150,000 will be paid by the City of
Round Rock as on oversize contribution.
6. Management of District.
The District shall be managed solely by the City of Round Rock, Texas.
7. Concurrence in establishment of District.
All the undersigned request and/or concur with the establishment of the
Public Improvement Assessment District.
8. Establishment of Advisory Body.
An advisory body may be established to develop and recommend an
improvement plan to the City.

ITEM: 11.B. Consider a resolution accepting a petition for landowners
along Louis Henna Boulevard and Miester Lane for the
establishment of a Public Improvement District.

Owners of five major tracts in the southeast section of Round Rock have
submitted signed petitions to bring about the construction of a major section
of our water system along Louis Henna Blvd.
The proposal is to create a public improvement district dedicated for the sole
purpose of constructing a 16" waterline from the waterline east of Interchange
Business Park along Louis Henna to High Country Blvd. This lengthy section
of line will provide the necessary connection in order to insure an adequate
dual feed to this corner of our system. The project cost is estimated at $525,000
with $150,000 eligible for oversize reimbursement. The remaining amount
will be repaid by the property owners benefiting from the improvement.
Concurrent with the creation of the PID, the owners are requesting
annexation and are applying for planned unit developments (PUD). This
project has already stimulated interest from two major purchasers.
