O-89-2440 - 12/28/1989ORDINANCE NO. 2440 AN ORDINANCE ESTABLISHING WHOLESALE RATES FOR WATER AND SEWER SERVICE TO GOVERNMENTAL ENTITIES; REPEALING CONFLICTING ORDINANCES AND PROVIDING FOR A SAVINGS CLAUSE. BE IT ORDAINED BY THE CITY COUNCIL OF ROUND ROCK, TEXAS, THAT: I. Chapter 10, Section 4.A.(5), Code of Ordinances, City of Round Rock is hereby amended so that the caption reads as follows: (5) Water Rates For Retail Customers II. Chapter 10, Section 4.A.(5)(c), Code of Ordinances, City of Round Rock is hereby amended to read as follows: (a) The rate schedule for retail customers of the City's waterworks system shall be as hereinafter set forth. III. Chapter 10, Section 4.A., Code of Ordinances, City of Round Rock is hereby amended by adding a new paragraph (5.2) which shall read as follows: (5.2) Rates For Wholesale Water Service To Governmental Entities. (a) The rate for wholesale water service to governmental entities shall consist of a Volume Rate and a Demand Rate, both of which are due and payable on a monthly basis. (b) The Volume Rate for water is $2.17 per 1,000 gallons of water delivered. (c) The Demand Rate is $15,434.00 per million gallons per day (mgd) of billing demand as established below. (d) The billing demand shall be equal to the average daily amount of water delivered during the billing period with the highest water usage during the immediately preceeding twelve (12) month period. C48-ORW&SRAT r J , IV. Chapter 10, Section 4.B.(1), Code of Ordinances, City of Round Rock is hereby amended so that the caption reads as follows: (1) Sewer Rates For Retail Customers V. Chapter 10, Section 4.B.(1)(a), Code of Ordinances, City of Round Rock, is hereby amended to read as follows: (a) The rate schedule for retail customers of the City's sanitary sewer system shall be as hereinafter set forth. VI. Chapter 10, Section 4.B., Code of Ordinances, City of Round Rock is hereby amended by adding a new paragraph (1.1) which shall read as follows: (1.1) Sewer Rates For Wholesale Sewer Service To Governmental Entities (a) The monthly rate for wholesale sewer service to governmental entities is $2.60 per 1,000 gallons of sewage discharged. (b) If the sewage discharge is not metered, the monthly sewage discharge shall be equal to; (i) the actual amount of water delivered, or (ii) the average amount of water delivered for the months of December, January and February, whichever is less, and (iii) an additional twelve percent (12%) as an inflow and infiltration factor. VII. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. (Second Reading) December 22, 1989 STAFF RESOURCE PERSON: David Kautz STAFF RECOMMENDATION: Approve the Ordinance establishing rates for Wholesale Water and Wastewater customers. Adoption of this Ordinance will provide the City a uniform, cost -based wholesale rate developed under good rate -making principles. ECONOMIC IMPACT: The new Wholesale rate structure will provide a basis to re- negotiate current Wholesale agreements as well as develop agreements with new customers. The rates as provided herein will currently allow the City to recover its cost associated with the providing of wholesale service.
