AN ORDINANCE AMENDING CHAPTER 9, SECTION 14.A., SCHEDULES
IV AND V, CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS BY
DELETING YIELD SIGNS AT CERTAIN INTERSECTIONS, TO -WIT:
CHRISTOPHER AVENUE (WESTBOUND) AT ITS INTERSECTION WITH ST.
WILLIAMS STREET; FRONTIER DRIVE (NORTHBOUND) AT ITS
INTERSECTION WITH CACTUS DRIVE; PACK SADDLE PASS
(EASTBOUND) AT ITS INTERSECTION WITH FRONTIER DRIVE AND
ADDING STOP SIGNS AT CERTAIN INTERSECTIONS, TO -WIT:
CHRISTOPHER AVENUE (WESTBOUND) AT ITS INTERSECTION WITH ST.
WILLIMAS STREET; PACK SADDLE PASS (WESTBOUND) AT ITS
INTERSECTION WITH ST. WILLIAMS STREET; PACK SADDLE PASS
(EASTBOUND) AT ITS INTERSECTION WITH FRONTIER TRAIL;
FRONTIER TRAIL (NORTHBOUND) AT ITS INTERSECTION WITH CACTUS
DRIVE; CACTUS DRIVE (EASTBOUND) AT ITS INTERSECTION WITH
ST. WILLIAMS STREET; PROVIDING FOR A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:

is hereby amended by deleting yield signs

TRAFFIC STUDY - 89 - 7501
The planning department has reviewed the traffic control signs at
the following intersections:
1. Christopher Ave and St. Williams Street
2. Pack Saddle Pass and St. Williams Street
3. Pack Saddle Pass and Frontier Trail
4. Frontier Trail and Cactus Drive
5. Cactus Drive and St. Williams Street
This portion of Chisholm Valley gains its primary access from two
Collector streets; namely, St. Williams Street and Frontier Trail.
Pack Saddle Pass, Christopher Avenue, Cactus Drive, Bellview Avenue
and Trey provide local access.
Traffic has increased through this area due to both growth and
construction on the IH -35 frontage road. In fact, the city has
received a number of citizens complaints about increased traffic
on local residential streets and the failure of traffic to
recognize yield signs.
The "Texas Manual on Uniform Traffic Control Devices" states that
"a stop sign may be warranted at an intersection where one or more
of the following conditions exist: 1. Intersection of a less
important road with a main road where application of the normal
right-of-way rule is unduly hazardous. 2. Street entering a
through highway or street."
St. Williams street provides the only access to the Chisholm Valley
area from McNeil Road (An arterial roadway) between County Road 172
and IH -35.
Frontier Trail is the only through Collector street South of
Chisholm Valley Drive.
Traffic is short cutting through minor residential streets rather
than using Chisholm Valley Drive (a Collector Roadway) to travel
between St. Williams Street and Frontier Trail. The increased
traffic in this area and the need to minimize through traffic on
local residential streets requires the installation of Stop signs
on these local streets where they intersect the Collector streets
in the area.
Therefore, it is recommended that stop signs replace yield signs
at the following locations:
1. On Christopher Ave (westbound) at its intersection with
St. Williams Street.
2. On Pack Saddle Pass (westbound) at its intersection with
St. Williams Street.

3. On Pack Saddle Pass (eastbound) at its intersection with
Frontier Trail.
4. Frontier Trail (north bound) where it dead ends into
Cactus Drive.
5. Cactus Drive (eastbound) at its intersection with St.
Williams Street.
A map of this area is attached showing the Collector Roadways and
the location of intersections where stop signs are proposed to
replace yield signs.
