AN ORDINANCE AMENDING CHAPTER 9, SECTION 14.A., SCHEDULE
II, SCHOOL ZONES, CODE OF ORDINANCES, CITY OF ROUND ROCK,
TEXAS, MAKING AN ADDITION TO SAID SECTION; THEREBY
DECLARING THE MAXIMUM PRIMA FACIE SPEED LIMITS UPON CERTAIN
STREETS WITHIN THE CORPORATE LIMITS OF THE CITY OF ROUND
ROCK, TEXAS, PURSUANT TO AND IN ACCORDANCE WITH THE
PROVISIONS OF THE "UNIFORM ACT REGULATING TRAFFIC ON
HIGHWAYS" (VERNON'S ANN. CIV. STAT. ART. 6701d); AND
PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING
ORDINANCEs AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
That Chapter 9, Section 14.A., Schedule II, is hereby amended by
adding the following:

In accordance with Section 5.C, and when signs are posted
with the hours of operation, giving notice thereof, the
maximum speed limit shall be twenty (20) miles per hour
between the hours of 7:00 A.M. and 8:00 A.M.; and between
the hours of 2:45 P.M. and 3:45 P.M. on school days only,
upon those streets or portions of streets or portions of
streets as follows:

RE: Sunrise Road School Zones
There are two designated school crossings on Sunrise Road. These
are located at the intersection of Sunrise Road and Mesa Park Drive
and Sunrise Road and Wayne Drive.
These protect primary pedestrian routes to the Robertson Elementary
School from points west of Sunrise Road. Elementary schools
operate between the hours of 8:00 A.M. and 2:50 P.M.. These
schools have a closed campus, which results in two peak crossing
periods.
These two designated school crossings are protected by crossing
guards who work one hour in the morning and one hour in the
afternoon. The morning peak pedestrian period is the hour
preceding the scheduled school starting time of 8:00 A.M.. The
peak evening pedestrian activity immediately follows the closing
of school at 2:50 P.M..
State Department of Highway and Public Transportation procedures
for establishing speed zones state the following:
1.) School Zone speed limits should operate during those
hours when children are going to and from school.
2.) The reduced school speed limit should not be more than
15 M.P.H. below normal posted speed.
3.) As a general rule, the School Speed zone signs should be
in effect only during specified intervals from
approximately 45 minutes before school opens until class
begins, from the beginning to the end of the lunch
period, and for a 30 minute period beginning at the close
of school.
Since elementary schools have a closed campus there is no need for
a lunch hour zone. On the other hand, the fact that crossing
guards are on duty for an hour in both the morning and afternoon,
an hour school zone is justified for both periods.
These time periods are also required by the fact that many area
parents both work resulting in children arriving earlier in the
morning and departing later in the afternoon.
Therefore, it is recommended that at a twenty (20) mile per hour
school zone be establish between the hours of 7:00 A.M. and 8:00

A.M.; and between the hours 2:45 P.M. and 3:45 P.M. on school days
only. This twenty (20) mile per hour zone represents the fifteen
(15) mile per hour differential, permitted by state procedures,
between the existing thirty-five (35) mile per hour speed zone,
which exist on Sunrise Road and the twenty (20) mile per hour zone
proposed.

THIS ORDINANCE WILL AMEND THE SCHOOL ZONE ON SUNRISE ROAD SO
THAT IT IS IN EFFECT DURING ONE HOUR IN THE MORINING AND ONE
HOUR IN THE AFTERNOON ONLY.
CROSSING GUARDS ARE ON DUTY AT THESE TIMES. THIS STREET IS NOT
DIRECTLY ADJACENT TO A SCHOOL AND ONLY REQUIRES A REDUCED SPEED
DURING THE HOUR WHEN CHILDREN ARE USING THESE CROSSINGS AT WAYNE
DRIVE AND MESA PARK.
THE TRAFFIC ENGINEERING STUDY AND A MAP SHOWING THE LOCATION OF
THE SCHOOL ZONE IS ATTACHED.
