O-90-2457 - 2/8/1990ORDINANCE NO. 02451 AN ORDINANCE AMENDING CHAPTER 9, SECTION 14.A., SCHEDULE I, PARAGRAPH (2), CODE OF ORDINANCES, CITY OF ROUND ROCK, TEXAS; MAKING CERTAIN ADDITIONS AND/OR DELETIONS TO SAID SECTION; THEREBY DECLARING THE MAXIMUM PRIMA FACIE SPEED LIMITS UPON PORTIONS OF LEE AND SUMMIT STREETS WITHIN THE CORPORATE LIMITS OF THE CITY OF ROUND ROCK, TEXAS, PURSUANT TO AND IN ACCORDANCE WITH THE PROVISIONS OF THE "UNIFORM ACT REGULATING TRAFFIC ON HIGHWAYS" (VERNON'S ANN. CIV. STAT. ART. 6701d); AND PROVIDING A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. Based upon an engineering and traffic investigation and pursuant to and in accordance with, the provisions of the "Uniform Act Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes, article 6701d), the City Council hereby determines and declares that except when a special hazard exists that requires lower speeds in order to avoid colliding with any person, vehicle or other conveyance on or entering a street or highway, the limits, specified in this section shall be lawful, but any speed in excess of the limits specified in this section shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful. II. That Chapter 9, Section 14.A., Schedule I, Paragraph (2), Code of Ordinances, City of Round Rock, Texas, is hereby amended by adding the following: ON Lee Street (North and Southbound) Summit Street (North and Southbound) C53-0R01250I FROM TO a point 350 feet The Center of Brushy north of its Creek intersection with Anderson Avenue the Center of it intersection Brushy Creek with Vista Avenue III. A. All ordinances, parts of ordinances or resolutions in conflict herewith are expressly repealed. B. Consider an ordinance amending the Traffic Code by declaring a maximum speed limit upon portions of Lee and Summit Streets. (Second Reading) STAFF RESOURCE PERSON: Joe Vining STAFF RECOMMENDATION: APPROVAL It is recommended that a park speed zone of 20 MPH be established for the portions of Lee and Summit streets from a point 350 feet north of Anderson Avenue on Lee Street to the intersection of Vista Avenue on Summit Street. Lee Street is a narrow residential street, which connects Round Rock Avenue to Summit Street. This street is the primary access to Memorial Park and a number of recreational playing This street has a number of physical characteristics, which clearly limit the safe speed of vehicles traveling the road. These include the following: 1.) A steep grade entering the park from the south 2.) A narrow cross section 3.) Loose gravel on the roadway A.) A single lane low water crossing of Brushy Creek 5.) The road bisects a park The combination of these factors require a substantially reduced speed limit. The speed limit should be posted so as to assure the safe movement of traffic through this area. This would require posting at the top of the steep grade south of the park for north bound traffic, and also require posting several hundred feet north of low water crossing for south bound traffic. ECONOMIC IMPACT: COST OF INSTALLING TWO SIGNS (APPROXIMATELY $100.00)
