AN ORDINANCE CREATING A GOLF COURSE ADVISORY BOARD;
PROVIDING FOR THE APPOINTMENT AND QUALIFICATIONS OF BOARD
MEMBERS; PROVIDING FOR THE FUNCTION OF THE BOARD; PROVIDING
FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES.
BE IT ORDAINED BY THE CITY COUNCIL OF ROUND ROCK, TEXAS, THAT:
I.
Chapter 1, Code of Ordinances, City of Round Rock, Texas is
amended by adding Section 35., Golf Course Advisory Board, which said
Section shall read as follows:
SECTION 35. GOLF COURSE ADVISORY BOARD
(A) Creation of BOARD
There is hereby created a Golf Course Advisory Board,
hereinafter called "the Board", consisting of seven (7)
members. The members of the Board shall be appointed by the
City Council.
(B) Terms of Appointment
The term of the first three (3) members appointed shall
expire on May 31, 1991. The term of the remaining four (4)
members appointed shall expire on May 31, 1992. Thereafter,
all members shall be appointed for terms of two (2) years.
(C) Vacancies
Vacancies shall be filled for an unexpired term in the
manner in which original appointments are required to be
made.
(D) Removal
Continued absence of any member from regular meetings of
the Board shall, at the discretion of the City Council,
render any such member liable for immediate removal from
office.
(E) Qualifications
To the extent possible, the City Council shall appoint
persons who have a background in golf, or a demonstrated
interest in developing and maintaining a first class,
successful, community oriented municipal golf course.
(F) Chairman of the Board
The Chairman of the Board shall be elected by a majority of
the members of the Board. The first Chairman shall be
elected at the beginning of the first meeting held after
the members are appointed and each successive Chairman
shall be elected at the first meeting held after new
appointments to the Commission are made.
(G) Functions of Board
The Board shall act in an advisory capacity only, and shall
have no power to bind the City by contract or otherwise. It
shall be the function of the Board to advise the City
Council and/or the golf course operator concerning the
operation of the City's municipal golf course(s). The Board

shall make an annual report to the City Council on the
status of the golf course(s) and shall include in the
report a summary of its activities for the past year and a
proposed program for the next year.
(H) Secretary of the Board
The director of parks and recreation or his designated
representative shall act as secretary of the Board and
shall attend and keep minutes of all meetings.
(J) Meetings
The Board shall meet at regular intervals with advance
notice posted in accordance with the Texas Open Meetings
Act. Additionally, meetings may be called upon request of
the Chairman, upon written request of three (3) members, or
upon notice from the director of parks and recreation that
a matter requires the consideration of the Board.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other section or provisions thereof.

vote of all the Council members present, the requirement for reading
this ordinance on two separate days was dispensed with. quuday
