AN ORDINANCE AMENDING CHAPTER 10, SECTION
4.A.(5)(b)(ii), AND SECTION 4.B.(1)(a)(ii), CODE
OF ORDINANCES, CITY OF ROUND ROCK, TEXAS;
PROVIDING FOR AN INCREASE IN THE MONTHLY WATER
SERVICE CHARGE AND SEWER SERVICE CHARGE; PROVIDING
AN EFFECTIVE DATE; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES.
BE IT ORDAINED BY THE CITY COUNCIL OF ROUND ROCK, TEXAS,
I.
That Chapter 10, Section 4, A.(5)(b)(ii), Code of Ordinances,
City of Round Rock, Texas be amended to read as follows:
(ii) Except as provided below, in addition to the foregoing
rates, each user shall also pay a monthly water service
charge pursuant to the following schedule regardless of
the amount of water used.

That Chapter 10, Section 4.B.(1)(a)(ii), Code of Ordinances, City
of Round Rock, Texas, be amended to read as follows:
(ii) Except as provided below, in addition to the foregoing
rates, each user shall also pay a monthly sewer service
charge pursuant to the following schedule regardless of
the amount of water used.

This ordinance shall be effective as of October 2, 1989, and the
increase in rates shall be reflected on the utility bills mailed
after that date.
IV.
A. All ordinances, parts of ordinances or resolutions in conflict
herewith are expressly repealed.
B. The invalidity of any section or provision of this ordinance
shall not invalidate other sections or provisions thereof.

ITEM: 12C. Consider an ordinance revising the Utility Rates.
(Second Reading)
STAFF RESOURCE PERSON: David Kautz
STAFF RECOMMENDATION:
Staff recommends increasing the Water and Wastewater Service fees
as indicated on the attached schedule. The new rates, effective
with the October billing, would mean an increase of 9% to the
average residential bill. Other types of services (larger meter
sizes) would be affected to a lesser degree if water consumption
is commensurate with meter size.
The justification for this rate increase is provided in the City's
recently completed rate study and the 1989-90 operating budget.
ECONOMIC IMPACT:
For fiscal 1989-90 Utility Fund expenditures will exceed revenues
by approximately $1,000,000 with no rate increase.
This proposed rate increase would produce approximately $400,000.
