Minutes - Regular Meeting - 8/4/1999 CHARTER REVIEW COMMISSION MEETING AUGUST 4, 1999 The Round Rock Charter Review Commission met on Wednesday, August 4, 1999 at 6:00 p.m. in the City Council Chamber, 221 E. Main Street. ROLL CALL: Those members present were Commissioners Rusty Boles, Gary Coe, Ken Cowan, Bradley Ellis,Norman Horowitz,Rodney Howard, and Mike Robinson. Also present were Assistant City Manager/CitySecretary Joanne Land and CityAttorney Steve Sheets. ELECTION OF CHAIRMAN: Joanne Land opened the meeting and served as Chair until a Chairman was appointed. Ms. Land opened the floor for nominations. Mike Robinson and Gary Coe were 1, nominated. The results from a poll of the Commissioners for the nominees are as follows: Mike Robinson--4 votes Gary Coe--3 votes Mike Robinson will serve as Chairman of the Charter Review Commission. ELECTION OF VICE-CHAERMAN: Chairman Robinson opened the floor for nominations. MOTION: Commissioner Howard moved that Gary Coe be elected Vice-Chairman by acclamation. Commissioner Cowanseconded the motion. VOTE: yes: Commissioner Boles Commissioner Coe Commissioner Cowan Charter Review Commission August 4, 1999 Commissioner Ellis Commissioner Howard Commissioner Robinson Abstain: Commissioner Horowitz Noes: None ACTION. The motion carried with 6 ayes and 1 abstention. Gary Coe will serve as Vice-Chairman of the Charter Review Commission. OVERVIEW OF COMMISSION DUTIES: Steve Sheets outlined Article 13, Section 13.1 2,which addresses the duties of the Charter Review Commission. Mr. Sheets added that this is the Charter Review Commission and the ` 22'anniversary of City's Charter. REVIEW OF CURRENT CITY CARTER: Mr. Sheets gave a brief summary of the current City Charter. He added that there are some items that he will bring forward that may be a potential concern and would recommend as amendments to the Charter if an election held. Also,the City's Bond Counsel has some minor things that she would like to propose to the Commission. In response to Chairman Robinson's question,Mr. Sheets said that the City Council can accept,modify, or reject the final recommendation of the Charter Review Commission. Chairman Robinson said it would be good to have at least one(1)public hearing to give the citizens the opportunity to express what they would like to see. COMMISSIONERS COMMENTS: �rl1'j Chairman Robinson recognized yr Stluka who was attending the meeting. 2 Charter Review Commission August 4, 1999 Mayor Stluka thanked the members of the Commission for volunteering their service to this Commission. He added that the Charter is the guidebook on how the City operates. Mayor Stluka noted that he had no specific recommendation but encouraged the Commission to take the time to review the Charter and to hold public hearings to receive input from the citizens. At the request of Commissioner Horowitz, each Commissioner and staff introduced themselves. Chairman Robinson said the next meeting will be August 18, 1999. He asked staff to advertise the meeting schedule of the Charter Review Commission and let all the other Commissions and Boards of the Citythat if they have comments or want something discussed to contact staff or members of the Charter Review Commission. Chairman Robinson L said that the Commission can discuss specific sections of the Charter at the next meeting. Mr. Sheets will outline issues that will need to be addressed and the Bond Counsel will either be at e next meeting or provide a memo regarding items that she wants the Commission to review. Chairman Robinson directed staff to place the first public hearing on the September agenda. Commissioner Horowitz asked, "is there a mechanism for having a companion to the Charter that perhaps modifies or amplifies without it being official." He added, "it may be wise to modify or amplify some of the things in the Charter for the benefit of the public who may be interested in what it says, for example a diagram that shows who reports to who because it is not a part of the current Charter." Commissioner Horowitz asked, "should there be another document that shows the relationship of the Council to the City Manager to the Department Heads, etc.?" Ms. Land responded that the budget might be what Commissioner Horowitz is 3 Charter Review Commission August 4, 1999 referring to because it is almost a companion document to the Charter. Ms. Land said that she would provide a copy of the City budget to each of the Commissioners at their next meeting for air review.
