Minutes - Regular Meeting - 8/18/1999 CHARTER REVIEW COMMISSION MEETING Li AUGUST 18, 1999 The Round Rock Charter Review Commission met on Wednesday, August 18, 1999 at 6:00 p.m. in the City Council Chamber, 221 E. Main Street. ROLL C ° Those members present were Commissioners Rusty Boles, Gary Coe, Norman Horowitz, and Mike Robinson. Commissioner Ken Cowan arrived during item 5, Commissioner Rodney Howard arrived at item 3 and Commissioner Bradley Ellis was absent. Also present were Assistant City Manager/City Secretary Joanne Land and City Attorney Steve Sheets. APPROVAL OF MINUTES; AUGUST 4 1999 MOTION: Commissioner Boles moved to approve the minutes as submitted. Commissioner Coe seconded the motion. CITIZEN COMMUNICATIONS: None CONSID ISCLJSSI CITY STAFF A . C SSIO S C NCE L ASPECTS OE THE CITY CHARIER, The Conunission received a copy of the 1998-1999 Budget for their review. Steve Sheets outlined housekeeping recommendations to the Charter which would offer a better clarification of the particular Section. The recommended changes pertained to Special Elections,the number of voters who may commence initiative or referendum rce ° , a specific time that a Charter Review Commission August 18, 1999 petition can be filed on Bond referendums, the number of members of the petitioners committee who can withdraw a petition, and an alternative to filing for Office instead of a fee. The Commission discussed sections of the Charter that pertained to City employees or Board or Commission members filing for an elected office and remaining employed or on the Board or Commission; the percent of voters who can file a petition for recall; the role of the City Attorney, the requirement of the Council to vote versus abstaining on items; Council term limits;provision for non- city employee to view citizen grievances;regulations of rates for cable services,why other appointed Boards and Commissions are not addressed in the Charter; Council compensation; the language "registered voters" and"qualified voters"in the Charter and the need for consistency; and the percent of voters who can place an initiative or referendum on a ballot. Mr. Sheets noted that he will draft and provide to the Commission specific language on items that were discussed. COMMISSIONERS COMMENTS: Chairman Robinson noted that a public hearing will be held at the next Charter Review Commission meeting on September 8d. A meetingis also scheduled for September 29th.
