AN ORDINANCE AMENDING CHAPTER 9, SECTION 14.A., SCHEDULE
II(1), SCHOOL ZONES, CODE OF ORDINANCES, CITY OF ROUND
ROCK, TEXAS, MAKING CERTAIN ADDITIONS TO SAID SECTION;
THEREBY DECLARING THE MAXIMUM PRIMA FACIE SPEED LIMITS UPON
CERTAIN STREETS WITHIN THE CORPORATE LIMITS OF THE CITY OF
ROUND ROCK, TEXAS, PURSUANT TO AND IN ACCORDANCE WITH THE
PROVISIONS OF THE "UNIFORM ACT REGULATING TRAFFIC ON
HIGHWAYS" (VERNON'S ANN. CIV. STAT. ART. 6701d); AND
PROVIDING FOR A SAVINGS CALUSE AND REPEALING CONFLICTING
ORDINANCEs AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
Based upon an engineering and traffic investigation and pursuant
to and in accordance with, the provisions of the "Uniform Act
Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes,
article 6701d), the City Council hereby determines and declares that
except when a special hazard exists that requires lower speeds in
order to avoid colliding with any person, vehicle or other conveyance
on or entering a street or highway, the limits, specified in this
section shall be lawful, but any speed in excess of the limits
specified in this section shall be prima facie evidence that the
speed is not reasonable or prudent and that it is unlawful.
II.
That Chapter 9, Section 14.A., Schedule II(1), is hereby amended
by adding the following:
(1) In accordance with Section 5.C, and when signs are erected
giving notice thereof, the maximum speed limit shall be
twenty (20) miles per hour between the hours of 7:00 a.m.
and 4:30 p.m. on school days only, upon those streets or
portions of streets or portions of streets as follows:

Chaparral Drive Woods Boulevard Blackjack Drive
III.
A. All ordinances, parts of ordinances or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.

ITEM: 9A. Consider an ordinance amending the Traffic Code to include
school zones in the Old Town area. (Second Reading)
STAFF RESOURCE PERSON: Joe Vining
STAFF RECOMMENDATION: Approval.
This ordinance will establish a 20 M.P.H. school zone on Woods Blvd.
and Chaparral Dr. at the entrance to the new "Old Town" Elementary
School. The attached map shows the streets affected.
ECONOMIC IMPACT: The cost of installing school zone signs.
