AN ORDINANCE AMENDING CHAPTER 9, SECTION 14.A. PARAGRAPH
(9)(b),; SCHEDULE I, SPEED ZONES, CODE OF ORDINANCES, CITY
OF ROUND ROCK, TEXAS, MAKING CERTAIN ADDITIONS AND/OR
DELETIONS TO SAID SECTION; THEREBY DECLARING THE MAXIMUM
PRIMA FACIE SPEED LIMITS UPON A CERTAIN STREET WITHIN THE
CORPORATE LIMITS OF THE CITY OF ROUND ROCK, TEXAS, PURSUANT
TO AND IN ACCORDANCE WITH THE PROVISIONS OF THE "UNIFORM
ACT REGULATING TRAFFIC ON HIGHWAYS" (VERNON'S ANN. CIV.
STAT. ART. 6701d); AND PROVIDING A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
Based upon an engineering and traffic investigation and pursuant
to and in accordance with, the provisions of the "Uniform Act
Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes,
article 6701d), the City Council hereby determines and declares that
except when a special hazard exists that requires lower speeds in
order to avoid colliding with any person, vehicle or other conveyance
on or entering a street or highway, the limits, specified in this
section shall be lawful, but any speed in excess of the limits
specified in this section shall be prima facie evidence that the
speed is not reasonable or prudent and that it is unlawful.
II.
That Chapter 9, Section 14.A(9)., Schedule I, Speed Zones, Code
of Ordinances, City of Round Rock, Texas, is hereby amended by
deleting subparagraph (b) and substituting the following:
(b) The maximum prima facie speed limit shall be fifty-five (55)
miles per hour when construction speed limit signs are posted
along the following streets:
ON
IH -35 (main lanes)
Northbound
IH -35 (main lanes)
Southbound
FROM TO
South City Limit of North City Limit
Round Rock of Round Rock
North City Limit of South City Limit
Round Rock of Round Rock
III.
That Chapter 9, Section 14.A(9)(b), shall be automatically
repealed on December 31, 1990.
IV.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.

B. The invalidity of any section or provision of this
ordinance shall not invalidate other section or provisions
thereof.

Our Traffic Engineering Office has recently requested and received a speed
zone Ordinance on IH 35 main lanes pertaining to a construction speed zone.
We would like to request an extension in the limits of this construction speed
zone to the north city limit of Round Rock. Our Department has an upcoming
project that involves construciton on the FM 3406 bridge. Exending this construction
speed zone would enable us to post our 55 mph signs in advance of the project
limits when needed. At the present time we are limited by station number referenced
in the present ordinance to a point just south of FM 3406 overpass.
Please advise this office of any additional information that may be needed
by your office to proceed with this extension of the construction speed zone.

and Public Transporation has requested the
extension of the 55 mph construction speed
zone to the Northern city limits. They will
be undertaking bridge improvements in the
area as part of the IH 35 project.
