TRAFFIC CODE ANALYSIS
Arterial Roadways are designed to serve high volumes
of traffic. These routes are continuous through
the community or between other arterial roadways.
Access is controlled through planning the locations
of intersecting streets, turn lanes, signalization
and ordinances regulating drive way and median
cuts.
In order to function effectively as an arterial
roadway a street must be designed to arterial standards
and be assigned a speed limit consistant with its
function. Several arterial roadways have been
constructed or improved over the last year which
should be assigned an appropriate arterial speed
limit.
Recommendations for Gattis School Road, Old
Settlers Boulevard and Greenlawn Boulevard are
attached.

ROAD NAME'
Old Settlers Boulevard
ROADWAY CLASSIFICATION
Old Settlers Boulevard is designated as an Arterial on the
Roadway Plan.
CONSTRUCTION
It is constructed as a four (4) lane divided facility from
IH -35 to County Road 115 (Sunrise Road).
ADJACENT DEVELOPMENT
This roadway abuts predominately vacant land which has been
subdivided into large lots for commercial and industrial
development.
ACCESS
There are no excessive private access drives which interfere
with the free flow of traffic.
TRAFFIC CONTROL
Traffic on this roadway is controlled with a four way stop
at Sunrise Road, N. Mays and the IH -35 frontage roads.
RECOMMENDATION
That the speed limit for Old Settlers Boulevard be established
as follows:
1.) From IH -35 to North Mays - retain 30 MPH due
to short distance between traffic control
signs and proposed commercial land uses.
2.) From N. Mays to Sunrise Road - raise to 40
MPH due to undeveloped nature of area and
limited access drives.

Gattis School Road
ROADWAY CLASSIFICATION
Gattis School Road is designated as an arterial on the Roadway
Plan.
CONSTRUCTION
Gattis School Road is constructed as a four (4) lane urban
section arterial from its intersection with South Mays east
to South Creek Drive. It remains a two (2) lane rural section
facility east of South Creek Drive.
ADJACENT DEVELOPMENT
Commercial development nodes exist at South Mays and Greenlawn.
Multi -family development occurs west of Greenlawn. The
remainder of development consists of "Back On" single family
development with no direct access or rural land uses.
ACCESS
There is limited private access to Gattis School Road. Most
development backs onto this roadway or accesses from an
intersecting street. There are direct access drives west
of Magnolia.
TRAFFIC CONTROL
Traffic on this roadway is controlled with a traffic signal
at South Mays. Gattis School Road has the right-of-way
along its entire length to the east of this intersection.
There is a school zone at Cushing Street.
RECOMMENDATION
That the speed limit for Gattis School Road be established
as follows:

Gattis School Rd.
1.) From South Mays to its intersection with Oxford
(East right-of-way boundary of Surry) - retain
30 MPH due to school zone, commercial and
multi -family access points, proximity to traffic
signal and the limited right-of-way.
2.) From Oxford east to the city limits - raise
to 40 MPH due to four (4) lane construction,
limited access and rural land uses to the
east.
It is further recommended that traffic signs be
installed to warn traffic of the narrow bridge east
of South Creek Drive.

STAFF RECOMMENDATION: Approval of an ordinance designating a 40 MPH
speed limit on certain designated arterial
roadways; namely,
1) Old Settlers Boulevard between Mays and Sunrise
2) Gattis School Road between Oxtford and County Road 122
A report is attached outlining the existing conditions for
roadway. The study of Greenlawn Blvd. as requested by Council-
man King, is not complete.
