WHEREAS, the City of Round Rock has duly advertised for bids for
the Raw Water Delivery System - Pumps Improvements Project, and
WHEREAS, Keystone Construction, Inc. has submitted the lowest
responsible bid, and
WHEREAS, the City Council wishes to accept the bid of Keystone
Construction, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Keystone Construction, Inc. for the
Raw Water Delivery System - Pumps Improvements Project.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

The low bidder for the project is Keystone Construction, Inc.
We have investigated previous work by Keystone Construction, Inc. to determine if
qualified to complete the work, Keystone Construction, Inc. has successfully completed are
numerous water and wastewater treatment plant projects in the Central Texas area. We
believe that Keystone Construction, Inc. has the experience and the capacity to complete the
Raw Water Delivery System - Pumps project within the timeframe described in the contract.
We therefore recommend that the Raw Water Delivery System - Pumps contract be awarded
to Keystone Construction, Inc. in the amount of $4,218,317:14.

ITEM: 9.B.1. Consider a resolution authorizing the Mayor to execute a
construction contract with Keystone Construction, Inc. for the Raw
Water Delivery System - Pumps Improvement Project.

Justification:
On November 28, 2006 the City received three (3) bids for this project with the average bid
amount being $4,366,686.71. Keystone Construction, Inc. submitted the low bid in the
amount of $4,218,317.14. Staff recommends the award of the project to Keystone
Construction, Inc. for $4,218,317.14.
Funding:
Cost: $4,218,317.14
Source of funds: Capital Project Funds (Self -Financed Utility)
Outside Resources: Keystone Construction, Inc.
Camp Dresser & McKee, Inc.
Background Information:
The City Water Treatment Plant (WTP) was expanded to a capacity of 48 million gallons per
day (mgd) with the completion of the Phase V plant expansion. The Raw Water Pump
Station located on Lake Georgetown currently delivers 39 mgd to the WTP. This contract will
authorize the construction of improvements to said Raw Water Pump Station for the delivery
of 48 mgd to the WTP, as designed by Camp Dresser & McKee, Inc. A subsequent project
for the Raw Water Delivery System - Line Improvements is under design and will be bid in
the Spring of 2007, completing the improvement required to deliver 48 mgd of raw water to
the WTP.
