AN ORDINANCE ESTABLISHING AN ASSIGNMENT PAY PLAN FOR
FIREFIGHTERS, AUTHORIZING ASSIGNMENT PAY FOR
FIREFIGHTERS WHO PERFORM SPECIALIZED FUNCTIONS WITHIN
THE FIRE DEPARTMENT, SETTING AMOUNTS AND CONDITIONS
FOR ASSIGNMENT PAY; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES.
WHEREAS, Chapter 143, Texas Local Government Code, Section
143.042(b) allows the Round Rock City Council to authorize
assignment pay for firefighters who perform specialized functions
in the fire department; and
WHEREAS, Chapter 143, Texas Local Government Code, Section
143.042(c) states that such assignment pay shall be in amounts and
be payable under conditions set by ordinance, and is in addition to
the regular pay received by firefighters; Now, Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
That an Assignment Pay Plan is hereby established for
firefighters, and assignment pay under such plan shall be paid in
the following amounts and under the following conditions. The
maximum number of assignment pay areas allowed for any firefighter
is two (2), one of which must be either Paramedic Personnel or
Bilingual Support Team Personnel.

1. Technical Rescue Personnel. The amount of $75.00 per
month shall be paid to persons assigned to a specialized
team which performs technical rescues, i.e. confined
space rescue, heavy rescue, high angle rope rescue, swift
water rescue, and trench rescue.
2. Countywide Hazardous Materials Response Personnel. The
amount of $75.00 per month shall be paid to members of a
countywide hazardous materials response team which
identifies, stabilizes, and mitigates Williamson County
communities' exposure to hazardous chemicals.
3. Wild Land Interface Response Personnel. The amount of
$75.00 per month shall be paid to members of a countywide
team composed of persons who receive advanced training
and a nationally -recognized "red card" indicating the
successful achievement of the skills a firefighter needs
to operate effectively against any type of wild land
blaze. The personnel respond countywide as a team to
combat wild land fires.
4. Air Management Personnel. The amount of $75.00 per month
shall be paid to members of a team who are specially
trained, certified technicians responsible for the repair,
maintenance and annual testing of self-contained breathing
apparatus in accordance with NIOSH and NFPA standards.

5. Medical Bicycle Personnel. The amount of $75.00 per
month shall be paid to members of a team composed of
firefighters who are not on probation and who maintain a
physical conditioning status which allows them to
successfully work large festivals and events utilizing
bicycles, with the purpose of providing medical care to
those suffering injuries or acute illnesses. The team
utilizes bicycles, which also carry their medical gear,
in order to cover large areas and to maneuver through
dense crowds.
6. Paramedic Personnel. The amount of $100.00 per month
shall be paid to persons trained to the highest level in
the emergency medical technician field. Paramedics use
specialized equipment to perform advanced medical
intervention on those requiring pre -hospital care related
to medical and trauma emergencies.
7. Fire Inspectors. The amount of $325.00 per month shall
be paid to a person who fulfills the assignment of Fire
Inspector I, and the amount of $345.00 per month shall be
paid to a more experienced lead person who fulfills the
assignment of Fire Inspector II. These individuals
coordinate and conduct fire and life safety inspections
in occupancies within the city, perform building plan

reviews for new construction, and develop and maintain
written records of all fire code violations.
8. Training Specialist. The amount of $300.00 per month
shall be paid to a person who assists the Battalion Chief
of Training with the delivery of a comprehensive training
and professional development program, encompassing
emergency medical services training, health and safety
programs, and fire suppression methods.
9. Training Officer. The amount of $440.00 per month shall
be paid to a person who supervises a Training Specialist,
coordinates with outside vendors, and administers all
programs dealing with delivery of a comprehensive
training and professional development program
encompassing emergency medical services training, health
and safety programs, and fire suppression methods.
10. Bilingual Support Team Personnel. The amount of $75.00
per month shall be paid to members of a team composed of
persons who are working on developing fluency in
conversational Spanish and who successfully pass an
annual Level 1 examination in this area, and such team
members shall handle Spanish translation responsibilities
on assigned shifts. The amount of $150.00 per month shall
be paid to members of a team composed of persons who

speak conversational Spanish and who successfully pass an
annual Level 2 fluency examination, and such team members
shall handle Spanish translation responsibilities on
assigned shifts.
II.
That, in accordance with Chapter 143, Texas Local Government
Code, Section 143.042 (d) , this ordinance sets criteria that provide
for payment of assignment pay only to a firefighter in a special
assignment.
That, in accordance with Chapter 143, Texas Local Government
Code, Section 143.042(e), the Fire Chief is not eligible for the
assignment pay authorized by the statute and by this ordinance.
III.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
C. The City Council hereby finds and declares that written
notice of the date, hour, place and subject of the meeting at which
this Ordinance was adopted was posted and that such meeting was
open to the public as required by law at all times during which

this Ordinance and the subject matter hereof were discussed,
considered and formally acted upon, all as required by the Open
Meetings Act, Chapter 551, Texas Government Code, as amended.
Alternative 1.
By motion duly made, seconded and passed with an affirmative
vote of all the Council members present, the requirement for
reading this ordinance on two separate days was dispensed with.

History: Section 143 allows the governing body of a municipality to authorize assignment pay
for fire fighters who perform specialized function within the department. The
assignment pay is in an amount and is payable under conditions set by ordinance and
is in addition to the regular pay received by members of the fire department.
