ORDINANCE NO. 93
AN ORDINANCE AMENDING ORDINANCE NO. 903 DEALING
WITH THE CITY LIBRARY; PROVIDING FOR LIBRARY CARDS,
AND NON-RESIDENT FEES; ESTABLISHING FINES FOR LATE
RETURN OF BOOKS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
I.
That Ordinance No. 903 dealing with the City Library is
hereby amended so that wherever it says "Section 26" it shall
now and hereafter read "Section 28."
II.
That said Section 28 of Chapter 1, Code of Ordinances,
City of Round Rock, is hereby amended by adding a subsection
B, which said subsection shall read as follows:
B. Library Cards and Fees
(1) Card required
No person shall be allowed to check out any
library book unless that person has been issued
a valid library card.
(2) Fees
No fee shall be charged to a resident of the
City for the issuance of a library card.
Non -city residents shall be charged an annual
fee of $8.00 per person or $20.00 per family
for the issuance of a library card.
(3) Fines
Fines shall be collected for failure to return,
at the date due, any books or other library
materials and equipment which have been loaned
to holders of library cards. The fine is hereby
set at 10§ per day per book. The maximum fine
for E and ER level books shall be $2.00. The
maximum fine for all other level books, other
printed material, and cassette tapes shall be
$5.00. A grace period of one week shall be
allowed, and fines may be waived by the
Librarian if the books are returned within said
grace period.
C. Noncompliance With Library Rules
(1) Any person who shall take from the public
library any book, pamphlet, periodical, paper
or other property, except in accordance with
the rules of the library, shall be deemed
guilty of a misdemeanor and, upon conviction
thereof, shall be punished by fine of not less
than one dollar ($1.00) nor more than two
hundred dollars ($200.00) for each offense.
(2) Any person who shall take or borrow from the
public library any book, pamphlet, periodical,
paper or other property, and neglect, refuse or
fail to return the same or make full restitu-
tion within two (2) weeks of the date of mail-
ing a notice by registered mail, return receipt
requested to his last known address, shall be
deemed guilty of a misdemeanor and, on convic-
tion thereof shall be punished by fine of not
less than one dollar ($1.00) nor more than two
hundred dollars ($200.00) for each offense.
D. Destruction of Library Property
Any person who shall wilfully cut, mutilate,
mark, tear, write upon, deface or otherwise
destroy or injure in whole or in part, any book,
pamphlet, periodical, map, document, picture, or
written, engraved, or printed paper belonging to
the public library or shall suffer such injury
to be inflicted while such property is in his
custody shall be deemed guilty of a misdemeanor

and, upon conviction thereof, shall be punished
by fine of not less than one dollars ($1.00) nor
more than two hundred dollars ($200.00) for each
offense.
III.
A. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.
B. All ordinances, parts of ordinances, or resolutions
in conflict herewith are expressly repealed.
