O-78-542 - 5/25/1978ORDINANCE NO. 02 - AN AN ORDINANCE ESTABLISHING A COMMISSION FOR THE PRESER- VATION OF DOWNTOWN ROUND ROCK; PROVIDING FOR THE METHOD OF APPOINTMENT AND TERM OF OFFICE OF THE MEMBERSTHEREOF; PROVIDING FOR RULES AND REGULATIONS OF THE COMMISSION; PROVIDING FOR THE SELECTION OF THE CHAIRMAN THEREOF; PROVIDING FOR THE DUTIES AND FUNCTIONS OF THE COMMISSION; REPEALING CONFLICTING ORDINANCES OR RESOLUTIONS. WHEREAS, the City Council of the City of Round Rock recog- nizes the desirability of preserving both the economic vitality as well as the historic heritage of the downtown area of the City of Round Rock, and WHEREAS, the City Council of the City of Round Rock wishes to create a Commission for the Preservation of Downtown Round Rock to study ideas and make recommendations to the Council regarding the preservation of the downtown area; NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: Section 1; There is hereby established a Commission to be called the Connnission for the Preservation of Downtown Round Rock, which shall consist of seven (7) members. The said Commis sion shall be appointed by the City Council of Round Rock, Texas Section 2: The term of the first three (3) members appointed shall expire simultaneously with the expiration of the terms of the members of the City Council whose terms end in April 1979. The term of the next four (4) members appointed shall expire si- multaneously with the expiration of the terms of the members of the City Council whose terms expire in April of 1980. Beginning with those members appointed in April of 1979, all members shall be appointed for terms of two (2) years. Vacancies shall be filled for an unexpired term in the manner in which original appointments are required to be made. Continued absence of any member from regular meetings of the Commission shall, at the discretion of the City Council, render any such member liable to immediate removal from office. Section 3: The Commission shall establish rules and regu- lations for its own procedure. The Commission shall meet at regular intervals, to be determined by the Chairman, with at least ten (10) days notice to all members of the Commission, unless such notice is waived by all members, Section 4; The Chairman of the Commission shall be elected by a majority of the members of the Commission. The first Chair- man shall be elected at the beginning of the first meeting held after the members are appointed and each successive Chairman shall be elected at the first meeting held after new appoint- ments to the Commission are made each April. Section 5; It shall be the duty and function of the Commis- sion to make detailed studies of proposals to preserve the economic vitality as well as the historic heritage of the downtown area of the City of Round Rock, When it deems it desirable, the Commission shallmakerecommendations to the City Council as to proposed ordinances, resolutions, or other actions which, in the opinion of the Commission, would serve to preserve the down- town area. Section 6: All ordinances or resolutions in conflict here- with are expressly repealed to the extent of such conflict. (Mark through the following alternative that is not applicable) Alternative " '1: By motion duly made, seconded and passed with an affirmative vote of all the Council members present, the requirement for reading this ordinance on two separate days was dispensed with.
