O-77-294 - 2/3/1977E ORDINANCE NO. , AN ORDINANCE ORDERING THAT AN ELECTION OF THE QUALIFIED VOTERS OF THE CITY OF ROUND ROCK, TEXAS, BE HELD IN THE CITY OF ROUND ROCK, TEXAS, ON SATURDAY, APRIL 2, 1977, TO DECIDE THE PROPOSITION "SHALL A COMMISSION BE CHOSEN TO FRAME A NEW CHARTER" AND ALSO IN SAID ELECTION TO ELECT A FIFTEEN -MEMBER CHARTER COMMISSION; SETTING ELECTION PRECINCTS; DESIGNATING THE VOTING PLACE; DESIGNATING THE ELECTION OFFICERS; PROVIDING FOR ABSENTEE VOTING; AND PROVIDING FOR POSTING NOTICE OF THE ELECTION. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: An election is hereby ordered to be held in the City of Round Rock, Texas, on Saturday, April 2, 1977, which date is not less than thirty (30) days nor more than ninety (90) days after the passage of this ordinance and after the publication hereof in some newspaper published in the City of Round Rock, Texas. The entire city shall constitute one (1) election precinct and said election shall bear no party designation. Said election shall be held at the following place and the following named qualified persons are hereby appointed officers of said election: VOTING PLACE ELECTION OFFICERS Round Rock Library Meeting Room ,« zivit d PRESIDING/JUDGE ALTERNATE PRESIDING JUDGE The Presiding Judge shall appoint two clerks to assist in holding said election. Absentee voting shall be conducted at the office of the City Secretary, in the City Hall, in the City of Round Rock, Texas, for the period of time as permitted by law. The hours designated for absentee voting shall be from 9:00 a.m. to 5:00 p.m. on each day except Saturdays, Sundays, and official state holidays. That at such election the following propositions shall be submitted in accordance with the law: PROPOSITION NO. 1 SHALL a commission be chosen to frame a new charter? PROPOSITION NO. 2 PROVIDED that a majority of the qualified voters, voting on the above question, shall have voted in the affirmative, there shall be elected a Charter Commission composed of fiteen (15) members. That the official ballots for said election shall be prepared in accordance with the Texas Election Code, as amended, so as to permit the voters to vote "FOR" or "AGAINST" the aforesaid propositions, which ballots shall be set forth in substantially the following form: NO. OFFICIAL BALLOT CITY OF ROUND ROCK, TEXAS CHARTER COMMISSION SPECIAL ELECTION APRIL 2, 1977 INSTRUCTIONS: Place an "X" in the square beside the statement indicating the way you wish to vote. / / For "Shall a commission be chosen to frame a new / / Against charter?" INSTRUCTIONS: Provided that a majority of the qualified voters, voting on the above question, shall have voted in the affirmative, there shall be elected a Charter Commission composed of fifteen (15) members. Regardless of whether you have voted "For" or "Against", or have not voted at all on the above question, you are entitled to vote for not to exceed fifteen (15) candidates for the Charter Commission. Vote for the candidates of your choice by placing an "X" in the square beside the candidate's name. THE TOTAL NUMBER OF CANDIDATES YOU HAVE VOTED FOR MUST NOT EXCEED FIFTEEN (15) CANDIDATES. Re -check your ballot to make sure that you have not voted for more than fifteen (15) candidates. Each voter shall place an "X" or other clear mark in the square beside the statement indicating the way the voter wishes to vote on each proposition and each voter shall place an "X" or other clear mark in the square beside the names of the commissioner that the voter wishes to vote for or the voter shall write in the name of the person he wishes to serve as charter commissioner. The polls for regular voting shall be open from 7:00 a.m. to 7:00 p.m. All qualified voters from the City at large shall be entitled to vote. That a substantial copy of this Ordinance shall serve as proper notice of said election and said notice shall be posted at the City Hall and at two other public places within the City of Round Rock not less than thirty (30) days prior to the date on which said election is to be held, and said notice shall be published in the Round Rock Leader not less than ten (10) nor more than thirty (30) days prior to the election. The manner of holding said election shall be governed, as near as may be, by the Texas Election Code, as amended, except as modified by applicable law.
