O-76-273 - 4/8/1976ORDINANCE NO. 273 AN ORDINANCE PROVIDING FOR THE PAYMENT OF A $100.00 REWARD TO A PERSON WHO FURNISHES INFORMATION TO THE CITY OF ROUND ROCK, TEXAS, THAT LEADS TO THE ARREST AND CONVICTION OF ANY PERSON WHO DAMAGES PROPERTY WHICH IS OWNED, OPERATED, OR IS UNDER THE CONTROL OF THE CITY OF ROUND ROCK, TEXAS; PROVIDING FOR THE EXCLUSION OF LAW ENFORCEMENT EMPLOYEES AND OFFICIALS; PROVIDING THAT THE CITY COUNCIL OF THE CITY OF ROUND ROCK SHALL DECIDE WHO SHALL RECEIVE THE REWARD IF MORE THAN ONE CLAIM IS MADE AND FURTHER PROVIDING THAT THE CITY COUNCIL MAY FILE AN INTERPLEADER SUIT IN THE EVENT THAT MULTIPLE CLAIMS ARE MADE. WHEREAS, the City of Round Rock, Texas, has been besieged with a large number of cases of intentional damage to property owned, operated, or under the control of said city; and WHEREAS, the City Council of the City of Round Rock, Texas, feels that it will be detrimental to the taxpayers of the City of Round Rock, Texas, if such practice continues; and WHEREAS, it has been difficult to apprehend and arrest such vandals through conventional police methods; and WHEREAS, the City Council feels that it is necessary and advisable that information be received from persons other than law enforcement employees and officials in order to bring a halt to such vandalism; and WHEREAS, the City Council feels that the above -enumerated objectives can be more effectively accomplished by offering a $100.00 reward to a person who furnishes information to the City that leads to the arrest and conviction of any person who damages property that is owned, operated, or under the control of the City of Round Rock, Texas; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: Sec. 1: The City of Round Rock, Texas, shall pay a reward of $100.00 to a person who furnishes information to the said City that leads to the arrest and conviction of any person who damages property which is owned, operated, or is under the control of the City of Round Rock, Texas. One and only one reward shall be paid for each separate incident of vandalism. Sec. 2: Law enforcement employees and officials shall not be eligible for the payment of any such reward. Sec. 3: The City Council of the City of Round Rock, Texas, shall make the determination of who shall receive the reward if more than one person makes claim for the payment of the reward and the City Council shall have and reserve the right to file a petition in the nature of a Bill of Interpleader in any court of competent jurisdiction if more than one person claims the reward.
