O-13-234 - 3/11/1913AY ORDINANCE DEFINING THE POWERS AND DUTIES OF TEE
IECRETARY OF THE TOWN OF ROUND ROCK, TEXAS, AND HIS POrERS AND
DUTIES AS EX-OFFICTO ASSESSOR AND COLLECTOR.
BE IT ORDAINED by the Town Council of the Town of
Round Rock, Texas, that:-
Soc. 1.- It shall be the duty of the Town Secretary
to attend every meeting of the Town Council, andkeep accurate
minutes of the prooeedinge thereof in a book to be provided for
that purpose, and to engross.and enroll all laws, resolutions,
and...'ordinances of the town council; to keep the corporate seal;
to take charge of and preserve and keep in order all the books,
records, papers, documents and files of the Town Council; to
countersign all commissions issued to the Town Offioers and
licenses issued by the Tilayor, and to keep a record or register
thereof, and to rake out all notices required under any regula-
tion or ordinance of this Town.

.- He shall draw all warrants on the treasurer
and countersign the same, and keep an accurate aooOu.nt thereof
in a book provided for that purpose.
Sec. o.- He shall be the general accountant of the
Corporation, and shall keep in books regular accounts of the
receipts and disbursements, and also accounts with each person
including officers, who have money transactions with the Town,
crediting the amounts allowed by the proper authority, and spe-
cifying tho particular transaction to which such entries apply.
Sec. 4.- He shall also keep a register of bonds and
bills issued by the Town and all evidence of debt due and pay-
able to it noting particulars thereof and all facts corrected
therewith as they occur. He shall carefully keep all contracts
made by the Town Council and do and perform all such other
duties as nay hereinafter be required of him. by law, ordinance,
resolution or order of the Town Council.
Sec. 5.- The Secretary shall be ex -officio assessor
and collector and shall make up all assessments of the property
taxed by the Town, and make duplicate rolls thereof, and on
completion of the rolls, shall deliver ohe of them to the Town
Secretary. He shall collect all taxes due the town; and in the
event of the non-paymert,txkz±ixprnexad of any taxes, shall pro-
ceed to sell the property to rai P the amount of taxes so due,
and shall in the performance of his duties observe the provisions
and ordinances of the Town, relating thereto.
Sec. 6,- The Town Assessor and Collector shall give
bond in favor of the Town in the sum of Two Thousand Dollars
with good and sufficient sureties to be approved by the Town
Council and conditioner for the faithful performance of his
duties as such Assessor and Collector, and if the Town Council
at any time deems the xiik±xg. existing bond insufficient they
shall require a new bond and such officer shall perform no
official act until such new boljd has been executed and apnroved.
Sec. 7.- He shall at the expiration 0 f
every week
pay to the treasurer all the money by him collected, and shall
report to the Town Couhcil at the regular meeting in each money,
all moneyo collected and paid; and he shall perform all such
other duties and in such manner according to such rules and
regulations as the Town Council may at any time hereafter pre-
scribe.
Sec. 8,- The Assessor and Collector is authorized
to require the owners of all property, subject to taxation to
render a correct account -of the same, under oath, to be adminis-
tered 'by him.
