WHEREAS, the City of Round Rock has duly advertised for bids for
the McNeil Road Corridor Enhancement Project, and
WHEREAS, Fencecrete America, Inc. has submitted the lowest
responsible bid, and
WHEREAS, the City Council wishes to accept the bid of Fencecrete
America, Inc., Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Fencecrete America, Inc. for the
McNeil Road Corridor Enhancement Project.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

one additional bid. Based upon the City's previous experience with Fencecrete America Inc. we
recommend award of the McNeil Road Corridor Enhancements project to Fencecrete America,
Inc..
Upon award of the project by City Council action, a notice of award will be issued and contract
documents preparation will begin.

ITEM: 13.6.1. Consider a resolution authorizing the Mayor to execute a
contract with Fencecrete America, Inc. for the McNeil Road
Corridor Enhancement Project.

Justification:
This Council Action is for the award of the construction contract for
replacement of the small residential lot fencing along the north right-
of-way line as phase two of the McNeil Road Project being Segment II
of the Corridor Enhancement Program in the 2001 G. O. Bond
Proposition. Construction is proposed to replace the existing small
residential lot wood fencing along the north side of McNeil Road with
the a more substantial fence structure.
Funding:
Cost: $328,048.50
Source of funds: 2001 G. O. Bond
Outside Resources: Fencecrete America, Inc.
Fisher Hagood, Inc.
Background Information:
Public Comment:
The City received response from 2 bidders. Low base
bid is below the Engineer's estimate and within funds
available for the project. Fencecrete America, Inc.
submitted the low base bid.
McNeil is different from the other corridors in this G. O.
Bond program with the parallel railroad, business
industry, and residential along the right-of-way,
therefore a program needs to be developed tailored for
this project. The existing wood fence has been a source
of complaints from the public traveling along McNeil
Road for many years. This project will improve one of
the oldest corridor into the City of Round Rock.
Attached is a list of communications actions with the public up
through April 30, 2004. The City Manager met with a group of
residence on May 5, 2004. As the result of the that meeting the
Fisher Hagood, Inc. was requested to review this issues and a
letter of their findings is attached.
