RESOLUTION NO. R -04-06-10-13B2 WHEREAS, the City of Round Rock has duly advertised for bids for the construction of channel restoration and stabilization downstream from Hester's Crossing, and WHEREAS, Austin Filter Systems, Inc. has submitted the lowest responsible bid, and WHEREAS, the City Council wishes to accept the bid of Austin Filter Systems, Inc., Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Austin Filter Systems, Inc. for the construction of channel restoration and stabilization downstream from Hester's Crossing. The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Two bids were received for Schedule A and one bid was received for Schedule B. The Schedule A apparent low bidder. is Austin Filter Systems, Inc., with a bid amount of $95,159.00. The next lowest bid amount is $127,771.00 and the Engineer's Opinion of Probable Construction Costs is $103,227.00. The Schedule B apparent low bidder is Austin Engineering Company, Inc., with a bid amount of $212,971.00. The Engineer's Opinion of Probable Construction Costs for Schedule B is $134,727,00, A tabulation of the bids is enclosed for your reference. At the direction of William Dobrowolski, P.E., of your staff, Espey Consultants, Inc., performed a contractor evaluation of Austin Filter Systems, Inc. After reviewing the contractor's questionnaire and contacting several references, .Austin Filter Systems, Inc., appears to be qualified to complete this project. Copies of the contractor's questionnaire and evaluation forms are enclosed for your reference. Based upon the bid amount received and subsequent contractor evaluation, Espey Consultants, Inc., recommends awarding Schedule A of the Channel Restoration and Stabilization Downstream from Hester's Crossing Project to Austin Filter Systems, Inc., for the amount of $95,159.00. Consider a resolution authorizing the Mayor to execute a contract with Austin Filter Systems, Inc. for the construction of channel restoration and stabilization downstream from Hester's Crossing. Department: Engineering and Development Services Staff Person: Tom Word, Chief of Public Works Operations Justification: This Council Action for the award of the construction contract for the restoration and stabilization of approximately 400 linear feet of an unnamed tributary to Lake Creek. The project is located between Hester's Crossing and Old West Drive, west of IH 35. Funding: Cost: $95,159.00 Source of funds: Regional Detention Funds Outside Resources: Austin Filter Systems, Inc. Espey Consultants, Inc. Background Information: Public Comment: The City received bids from two firms. Low base bid is below the Engineer's estimate and within funds available for the project. Austin Filter Systems, Inc. submitted the low base bid of $95,159.00. The unnamed tributary is eroding, transporting sediment downstream, and causing significant damage to private property. This damage includes the loss of parking pavement with curbing, possible damage to an existing wastewater clean-out, and the potential loss of a fence separating a Day Care Center from a vertical drop into the drainage ditch by a few inches. In Tight of the safety issues with the Day Care Center and a steady increase in complaints from the adjacent property owners, the City of Round Rock has assumed the responsibility for the maintenance of this ditch. This project is not associated with any type of development and will not increase storm water- runoff. There have been few concerns from the adjacent property owners as each storm event causes more damage to creek bed.
