That thirty days after the effective date of this ordinabo
it !shall be unlawful for any person or persons residing within
te Gity Limits of the City of Rcund iock,Texas,to fail to
connect their toilets to a septic tankor to the City Sewer
llne,any person or persons residing within the City Limits
of the City of Round l'eok,Texastviolating this ordinance shall
be fined in any sum not less than Ten Dollars and not more
than Fifty Dollars,and eaci7 and every day after the effeetive
date ef this ordinanoe h11 constitute and be a separate offer
The fact that many personsresiding within the Gity elmits
of the City of Round Rock exastdo not have their toilets
connected to a septic tank nor to the Sewer line of the C.ty of
Round MokoTexasicausee a hazard to the health and well being
of themselves and their neighborsoand there is no sufficient
law requiring the connecting of all toilets to a septio tank or
to the City Sewer line creates an emergency and an imperative
leublic necessity that the rule requiring ordinances to be read
on three several days be suspendedland said rule s hereby
