O-72-215A - 06/08/1972AMENDMENT TO ORDINANCE NO. 215 CITY OF ROUND ROCK,TEXAS At a regula meeting of the City Council of the City of Round Rock, Texas, on the ga ,„aday of June, 1972, Councilman C ��°� submitted the following amendment to 0?//71 nance No. 215 of the City of Round Rock, Texas, as follows: An Ordinance amending Ordinance NO. 215, Industrial Waste Ordinance, regulating the use of public and private sewers and drains and the discharge of water, waters and waste into the public sewer system, by: Amending Section 1 of said Ordinance, by redrafting the paragraph entitled Unpolluted Water or Waste to read as follows: " Unpolluted water or waste means any water or waste containing none of the following: Free or emulsified grease or oil; acid or alkalie,phenole or other substances in suspension, colloilal state or solution, and noxious or odorous gases. It shall contain not more than ten parts per million each of suspended solids and B.O.D. The color shall not exceed fifty units as defined by the Standard Platinum Colbalt Method of determination. And by amending Section 2, Prohibited Wastes, Sub Section A, by adding Sub Sections (7) and (8) as follows: (7) Any water or wastes containing a toxic or poison- ous substance such as plating or heat treating waste in sufficient quantity to injure or interfere with any sewage treatment process, to constitute a hazard to humans or animals or to create any hazard in the receiving waters of the sewage treatment plant. "(8) Any heavy metals that will adversely affect the operation of the sanitary sewer system or the quality of the waste water treatment facility effluent. 'r And by adding a new section to Ordinance No. 215 by inacting Section 10 as follows: "Section 10 = In order to insure an equitable system of charging industries for the use of a sanitary sewer, the following cost recovery system is hereby adopted and is found and determined to be reasonable and acceptable. The system is based upon a basic rate for waste, which does not exceed the concentration of 'normal' domestic sewage (with respect to B.O.D. and S.S.)plus a surcharge for waste which exceeds the concentration of 'normal' surcharge, the industrial charge shall be calculated from the following formula: Ci = voVi + boBi + soSi nharge to industrial users, $/yr. unit cost of transport and treatment chargeable to volume, $/1000 gal. unit cost of treatment chargeable to BOD, $/lb. unit cost of treatment (including sludge treatment) chargeable to SS, S/lb. Councilman ��}���� moved passage of the above and fore oing ordinance, which said motion was seconded by Councilman Ze , the ordinance was adopted byunanimous vote, there being a quorum present.
