WHEREAS, the City of Round Rock has duly advertised for bids
for the construction of a reclaimed wastewater effluent line from
the East Wastewater Treatment Plant to the Forest Creek Golf
Course, and
WHEREAS, c. C. Carlton has submitted the lowest and best bid,
and
WHEREAS, the City Council wishes to accept the bid of C. C.
Carlton, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with C. C. Carlton for the
construction of a reclaimed wastewater effluent line from the East
Wastewater Treatment Plant to the Forest Creek Golf Course.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended, and the Act.

SUBJ: Bid Recommendation for Effluent Pipeline to Golf Course
Attached is the engineer's recommendation for the above mentioned project
involving the reuse of wastewater effluent at the Forest Creek Golf Course. The low bidder,
C. C. Carlton Construction of Austin, Inc., submitted a price of $341,000.00. 1 concur with
HDR's letter and recommend to the City Council that this project be consider for award.

Re: Brushy Creek Regional Wastewater Treatment Plant Effluent Conveyance Project
Dear Mr. Miller:
Enclosed is a bid tabulation for the project that involves construction of facilities to allow conveyance of
effluent from the Brushy Creek Regional Wastewater Treatment Plant to the Forest Creek Golf Course
and chlorination of the effluent prior to :ts use to irrigate the golf :;ourse.
Bids for the projects were received on April 21, 1998. Three bids were received. The low bid of
$341,100 was submitted by C. C. Carlton Construction of Austin, Inc. (Carlton). The bids were
competitive, as the high bid was $363,1 i 7.50. Our final estimate of construction cost prior to opening of
bids indicated a construction cost in the range of $350,000 to $370,000.
HDR does not have experience with Carlton on past projects, and we thus contacted references included
in the bid package submitted by Carlton. Based on our contact of references, it appears that Carlton has
completed projects of size and complexity comparable to your project, and that they have the experience,
resources, and ability to complete your project. However, we do note that adherence to schedule has
apparently been a problem on some past Carlton projects. Based on information obtained, we
recommend that the City of Round Rock award a contract to C. C. Carlton Construction of Austin, Inc.,
for the construction of effluent conveyance facilities from the Brushy Creek Regional Wastewater
Treatment Plant to the Forest Creek Golf Course in the amount of $341,100 (three hundred forty one
thousand one hundred dollars).

ITEM: 10.E.7. Consider a resolution awarding the bid for reclaimed wastewater
effluent line. Three bids were received on April 21, 1998. C. C. Carlton
was the lowest bidder at $314,100.00. This project involves the
construction of an 8 -inch reclaimed wastewater pipeline from the East
Wastewater Treatment Plant to the Forest Creek Golf Course. The
reclaimed wastewater effluent is pumped to one of the golf course
ponds and subsequently used to irrigate the golf course greens. Staff
recommends award of this contract to C. C. Carlton. Staff Resource
