WHEREAS, the City of Round Rock has previously entered into an
engagement letter with Paul Hornsby & Company for professional
appraisal services regarding the acquisition of right-of-way for the
widening of Sam Bass Road, and
WHEREAS,Paul Hornsby & Company has submitted an amended engagement
letter to include additional appraisal fees for parcel #11, and
WHEREAS, the City Council desires to enter into said amended
engagement letter with Paul Hornsby & Company, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City an amended engagement letter with Paul Hornsby &
Company for appraisal services regarding the acquisition of right-of-
way for the widening of Sam Bass Road, a copy of same being attached
hereto as Exhibit "A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the -subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Re: Fee revision for Parcel 11 of the Sam Bass Road project.
Dear Ms. Levinson:
As you are aware, on February 11, 2004, we submitted a proposal for appraisal services
relating to the acquisition of right-of-way for the proposed widening of Sam Bass Road in
Round Rock, Texas. Our proposal was approved by the City of Round Rock Council on
February 26, 2004 (Resolution No. R -04-02-26-8D3). The appraisal assignment called for
the estimation of just compensation of the proposed acquisitions of 11 parcels.
In the course of our assignment, the scope of work for Parcel 11 was expanded. The original
fee for Parcel 11 ($3,750) was predicated on the assumption that the proposed drainage
easement would not impact the improvements, and, as a result, we would appraise only the
land component. Subsequently, we were asked to appraise the whole property, which
includes commercial improvements. As such, we are requesting this fee be raised to $4,750,
to account for the additional work associated with appraising these improvements.
