WHEREAS, the U.S. Department of Justice, has •grant funds
available to cities for various law enforcement projects, and
WHEREAS, grant funds are available through the C.O.P.S.
(Community Oriented Policing Services) In Schools 2004 Program to fund
a School Resource Officer position, and
WHEREAS, the City Council wishes to make application for the
grant to provide financial assistance for the above-described position,
Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to make the
necessary application for the above-described grant.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

The City and RRISD have maintained a cost-sharing agreement for several years with
respect to the funding of School Resource Officers (SROs) stationed at RRISD's
secondary schools within the city limits. This anticipated cost-sharing is shown in the
above table as: Year 1, a portion of the cost of equip an officer; and in Years 2 and 3, 50
percent of the nine-month salary and benefits of an officer.

the City's growing school system.

Brief description of proposed grant program:
The Round Rock Police Department has, for the past several years, stationed School
Resource Officers (SROs) at secondary schools operated by Round Rock Independent
School District within the city limits of Round Rock. The mission of the School Resource

Officer Team is to take proactive measures and respond to the changing dynamic
educational environment and the needs of the Law Enforcement Community. The
this program is to take a community policing approach toward reducing crime arn
potential juvenile offenders by providing traditional law enforcement, education, :-
counseling in a school setting.
School Resource Officers' duties include:
1. Coordinating all security efforts at the school to which officers are assigned.
2. Giving classroom presentations to students on topics dealing with personal saAy,
peer pressure, handling crisis, chemical abuse, sexual abuse, molestation, pre‘ ntion,
Texas Penal Code, City Ordinances, Texas Family Code, Texas Education Code
conflict mediation, gang involvement alternatives or other topics related to stuuent
safety or law enforcement.
3. Coordinating communication between the school and the Police Department.
4. Coordinating a safety audit of the campus and the development of a long-range plan
for campus safety incorporating input from parents, students, and teachers. Make
safety recommendations to the administration.
5. Assisting with all campus vehicular and pedestrian traffic control, through long-term
Problem -solving.
6. Addressing all incidents requiring law enforcement intervention on the school
campus.
7. Instructing the faculty and staff in areas dealing with safety awareness, after -hour
facility use, crisis prevention, and personal safety. Keep high school personnel
abreast of current research and safety programs as they evolve.
8. Coordinating all documentation regarding persons who trespass at the school.
9. Being available on a regular basis to any students at the school who have an interest
in a career in law enforcement.
10. Assisting with security equipment between campus principals and campus monitors.
11. Maintaining high visibility on campus.
12. Documenting crime data, information on the number of gang members in a particular
school, number of suspension and expulsions related to gang activities, school
survey, and complaints from the community.
13. The officers providing services will remain City of Round Rock employees at all times.

ITEM: 13.F.1. Consider a resolution authorizing the Mayor to make the
necessary grant application to the U.S. Department of Justice
for the COPS in Schools 2004 Program to hire a School
Resource Officer.

Justification: The three-year cost of hiring a school resource officer is $222,519,
with a portion of that cost picked up by agreement with Round
Rock Independent School District (RRISD). The federal grant
program would fund $125,000 of the salary/benefits for a School
Resource Officer over three years, saving the City a substantial
portion of the cost of a new schools officer.
Funding: $125,000 from the Department of Justice; and an estimated
$40,259 over three years from RRISD (addressed in an annual
Memorandum of Understanding amendment)
Cost: $30,162 in the first year of the grant; $3,777 in the second year;
and $23,321 in the third year of the grant for a total of $57,260
over three years
