City manager approved the Round Rock Area Serving Center Neighborhood Clean Sweep Program agreement
in the amount of $25,D00 on December 5, 2014 by City Manager Item CM -2014-599. The Round Rock Area
Serving Center will use the funds to pay for the salary for a part sme mai nager, supplies, materials, postage,
printing and dumpster rental for a neighborhood clean up of one low to moderate income neighborhood.
Amendment #1 identifies Kensington neighborhood as the target area for the clean sweep.
Staff recommends approval.

AMENDMENT NO.1
TO COMMUNITY DEVELOPMENT BLOCK GRANT AGREEMENT
BETWEEN CITY OF ROUND ROCK
AND THE ROUND ROCK AREA SERVING CENTER
This Amendment No. l to the Community Development Block Grant Agreement
between the City of Round Rock and the Round Rock Ares Serving Center, hereinafter called
"Amendment No. I" is made by and between the City of Round Rock, a Texas home -rule
municipal corporation (the "CITY"), and the Round Rock Serving Center ("CENTER").
WHEREAS, the CITY and CENTER executed that Community Development Block
Grant Agreement on the 5th day of December, 2014 (the "Agreement'); and
WHEREAS, pursuant to the Agreement, CENTER shall be responsible for administering
the Clean Sweep Improvement Program in the amount of $25,000.00, whereby CENTER shall
improve the physical condition and appearance of low-income and moderate -income
neighborhoods for the benefit of the low-income and moderate -income residents of the
neighborhoods.
WHEREAS, the Agreement shall expire on the I" day of July, 2015; and
WHEREAS, in accordance with Section 7.6 of the Agreement, the Agreement may be
amended by the execution of an amendment by both parties within the period specified as the
term of the Agreement; and
WHEREAS, it bas become necessary to amend the Agreement to clarify the specific
neighborhood included in the scope of services; and
NOW THEREFORE, that for and in consideration of the mutual promises contained
herein and other good and valuable consideration, the sufficiency and receipt of which are
hereby acknowledged, the CITY and CENTER agree that said Agreement is amended as follows:
Agreement:
Section 1.1 shall be amended to read as follows:
1.1. Activities
CENTER will be responsible for administering a Community Development Block Grant
("CDBG") Year 2014-2015 program known as the Clean Sweep program in a manner
satisfactory to CITY and consistent with any standards required as a condition of providing these
funds. Such program will include the following activity eligible under the CDBG Program:

Program Delivery
Activity: Improve the physical condition and appearance of Kensington
neighborhood in Round Rock, Texas, a low -and moderate -income
neighborhood, for the benefit of the residents of Kensington neighborhood
which are low -and moderate -income families.
General Administration
The Executive Director of CENTER ("Executive Director') will provide administrative
oversight for the program.
2. Any and all references in the Agreement to "low -and moderate -income neighborhoods"
shall mean "Kensington neighborhood."
3. Capitalized terms not otherwise defined in this Amendment No. 1 shall have the
meanings ascribed to them in the Agreement.
4. Except as amended hereby, the Agreement as originally written remains in full force and
effect.
5. This Amendment No. 1 may be executed in multiple counterparts, which, when
combined together, shall constitute an original of this Amendment No. 1.
6. This Amendment No. 1, together with the Agreement, embodies the entire agreement of
the parties hereto, and is binding upon and inures to the benefit of the parties to this Amendment
No. 1 and their respective heirs, executors, administrators, personal representatives, legal
representatives, successors and assigns and incorporates all previous correspondence or
communication, whether written or oral. The Agreement, as amended hereby, can only be
further modified or varied by written instmment subscribed to by the parties hereto.
