WHEREAS, the City Staff has presented to the City Council
convincing documented evidence that there is a problem with motorists
running red lights in the City that has a negative impact on the
health, safety and welfare of the citizens, and
WHEREAS, the City Council agrees with the conclusion of the
City Staff drawn from the data collected, and
WHEREAS, it is the intent of the City Council to develop a
program that will not intrude upon individual liberties and is not
for the purpose of solely generating additional revenues, Now
Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the legitimate public safety concerns caused by motorists
running red lights demands the implementation of reasonable
regulations and that the City Manager is hereby authorized to develop
a comprehensive red light camera program that would address these
concerns.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

City staff has investigated intersection safety as it relates to red-light running. A
presentation made to City Council summarizes the findings and identifies red light cameras
as a potential countermeasure for reducing red-light running at street intersections in the
City of Round Rock.

Backaround Information:
Intersection safety is a serious problem in the United States. In 2004, more than 9,100
people died and another 1.5 million people were injured in intersection and intersection-
related crashes with as many as fatalities and more than 168,000 injuries resulting from
red-light running. On average, crashes resulting from red-light running are more deadly and
result in more damage than other types of crashes at signalized intersections. In December
2006, staff from Public Works, the Police Department, Finance, Municipal Court, Legal and
Transportation Services formed a team to investigate the extent of the red light-running
problem in Round Rock, intersection safety and red-light running countermeasures. The
potential countermeasures include education, engineering and enforcement.
Public Comment:
City staff made a presentation at the Mayor's Presidents Roundtable on January 30, 2007
and the Communications Department conducted an informal public opinion survey on the
City's web site.
