RESOLUTION NO. R-07-03-22-10171 WHEREAS, the City of Round Rock has previously entered into an Agreement for Engineering Services ("Agreement") with Chiang, Patel & Yerby, Inc. for the preparation of schematics, environmental documents, plans specifications, and estimates (PS&E) for the reconstruction of Kiphen Road from the old MKT Railroad Right of Way to CR 122 (Kiphen Road Phase II Project) , and WHEREAS, Chiang, Patel & Yerby, Inc. has submitted Supplemental Agreement No. 4 to the Agreement for a change in the scope of services, and WHEREAS, the City Council desires to enter into said Supplemental Agreement No. 4 with Chiang, Patel & Yerby, Inc. , Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City Supplemental Agreement No. 4 to the Agreement with Chiang, Patel & Yerby, Inc . , a copy of same being attached hereto as Exhibit "A" and incorporated herein for all purposes. Sheets, City Attorney Date Supplemental Agreement No.4 Rev.03/02/04 Chiang-kiphend2;TX02CR113;111982 64836 2 ADDENDUM TO EXHIBIT B Services to be Provided by the Engineer The changes to the scope of this project are as follows: The Engineer shall provide the necessary engineering and technical services required for the revisions of the preparation of plans, specifications and estimates (PS&E). The requested revisions are contained in two separate PS&E packages as outlined below. 1. Revisions to Kiphen Road Phase I—Construction of Kiphen Road Phase I is wholly contained within the Texas Department of Transportation's(TxDOT's)construction plans for FM 1460(CSJ No. 2211-02-013). The original intent of Kiphen Road Phase I was to realign the intersection of Old Settler's Boulevard at FM 1460 to meet up with proposed Double Creek Drive to the east. This supplemental agreement includes revisions to the realigned Kiphen Road Phase I project,which includes the relocation of the Kiphen Circle intersection, two driveway relocations, two driveway additions, median changes, illumination modifications, and right-of-way services. Right-of-way services will be performed, including data research, acquisition and coordination, right-of-way surveying, and right-of-way document preparation. These revisions will require changes to the 95%construction documents submitted to TxDOT. In addition, revisions will be required at the western limits of construction for the proposed Kiphen Road Phase H. 2. Revisions to Kiphen Road Phase II-These revisions, associated with the above Kiphen Phase I revisions, are to relocate one driveway,add one driveway,modify the illumination,and modify the center median at the western limits of construction on Kiphen Road Phase II. These revisions will require changes to the signed, sealed construction documents submitted to the City. Right-of-way services will be performed, including data research,acquisition and coordination, right-of-way surveying, and right-of-way document preparation. This supplemental agreement also includes revisions to the drainage plans recently completed Drainage Systems B&C were modified as an alternative to relocating the existing high pressure gas line near Station 79+00. System B storm sewer was reduced by about 260 feet and associated drainage structures were relocated at the upstream end The corresponding runoff was redirected to System C. System C was upsized, extended, and reconfigured to handle the additional drainage and continues to outfall at the designated culvert. System D was modified to reincorporate a section reinforced concrete pipe that was removed from the original plan set as a cost saving measure. However,part of System D has already been reconstructed so the original design has been reintegrated into the plan set. In addition, construction phase services for Kiphen Road Phase II have been extended due to construction delays caused by utility conflicts. Currently,the project has been extended 12 months beyond the initial 15 month schedule. The construction phase services included in the original contract will be continued for an additional 12 months as applicable. These additional services are described in the TASK OUTLINE shown below. TASK OUTLINE The Engineer will revise and/or add construction plans in the following items to accommodate the inclusion of the extended project limits: I. RIGHT-OF-WAY SERVICES(Function Code 130) A. Right-of-Way Services for Kiphen Road Phase I L Acquire ROW information,research ROW information and coordinate parcel plats and metes and bounds. 2. Field surveying to collect boundary markers and place ROW markers are property comers. 3. Prepare parcel plats,metes and bounds descriptions for one(1)acquisition parcel,six(6)easements and two(2)parcel revisions. 4. Coordinate with subconsultant. B. Right-of-Way Services for Kiphen Road Phase II 1. Acquire ROW information,research ROW information and coordinate parcel plats and metes and bounds. 2. Field surveying to collect boundary markers and place ROW makers are property comers. 3. Coordinate with subconsultant. II. ROADWAY DESIGN CONTROLS(Function Code 160) A. Revisions to Kiphen Road Phase I 1. Project layout—revisions to existing sheet to realign Kiphen Circle and modify Kiphen Rd. 2. Typical sections—revisions to existing sheet to modify median locations from FM 1460 to Kiphen Road Phase H. 3. Horizontal alignment data sheet—revise Kiphen Circle horizontal alignment. 4. Roadway plan and profiles—revisions to Kiphen Road and Kiphen Circle to modify alignments,add and modify driveways,modify medians and intersections. 5. Intersection layouts—revisions to intersections at Kiphen Road and Kiphen Circle. 6. Miscellaneous Roadway Details—revise driveway and median details sheets. B. Revisions to Kiphen Road Phase II 1. Project title sheet—update revision block and obtain signature for approval. 2. Project layout—revise existing sheets to add new driveway,modify existing driveway,and modify median. 3. Roadway plan and profiles—revise existing sheets to add new driveway,modify existing driveway, and modify median. 4. Intersection layouts—revisions to intersection at Kiphen Road and Kiphen Circle. 5. Median details—revisions to median location and median information. 6. Driveway details—revisions to driveway locations and driveway information. III. DRAINAGE(Function Code 161) A. Revisions to Kiphen Road Phase I 1. External drainage areamaps—analyze and revise sheets to reflect the redesign to of Kiphen Road, Kiphen Circle,and driveway locations. 2. Interior drainage area maps—analyze and revise sheets to reflect the redesign to of Kiphen Road, Kiphen Circle,and driveway locations. 3. Hydraulic data sheet—revise proposed curb inlets,area inlets and storm sewers to reflect the redesign ofKiphen Road,Kiphen Circle and driveway locations. 4. SW31?—revise sheets to reflect the redesign to of Kiphen Road,Kiphen Circle,and driveway locations. 5. Drainage plan and profiles—revise existing sheets for system 3 to indicate new locations of inlets,new locations of storm sewer pipes and revise storm sewer profiles to indicate changes elevations and offsets;the revisions will reflect the realignment of Kiphen Road,Kiphen Circle and driveway locations. 6. Coordinate with subconsultant. B. Revisions to Kiphen Road Phase II 1. Drainage plan and profiles—revise sheets for new driveway locations and driveway culverts;new driveways will be located to avoid curb inlet 2000. 2. Hydraulic data system—update Systems B,C,and D to reflect revised drainage design to utilize alternative design at the high pressure gas line and to utilize constructed segment of System D. 3. Drainage plan and profile—revise sheets to reflect revised Systems B,C,and D designs to utilize alternative design at the high pressure gas line and to utilize constructed segment of System D. 4. Lateral profiles-revise sheets to reflect revised Systems B,C,and D designs to utilize alternative design at the high pressure gas line and to utilize constructed segment of SystemD. IV. SIGNING AND PAVEMENT MARKINGS(Function Code 162) A. Revisions to Kiphen Road Phase I 1. Signing,striping and delineation layouts—revise existing sheets to show new Kiphen Road and Kiphen Circle alignments,new and modified driveway locations,modified median,and modified intersection locations. V. MISCELLANEOUS ROADWAY(Function Code 163) A. Revisions to Kiphen Road Phase I 1. TCP construction narrative—revise for new traffic handling due to revised median openings. 2. Traffic control plans—revise existing sheets to show new Kiphen Road and Kiphen Circle alignments, new and modified driveway locations,modified median,and modified intersection locations. 3. Erosion Control Plan—revise sheets to reflect the redesign to ofKiphen Road,Kiphen Circle,and driveway locations; coordinate with subconsultant. 4. Quantities and summaries—quantities will be recalculated and summary sheets will be revised to reflect changes to Kiphen Road,Kiphen Circle, and driveway locations; coordinate with subconsultant. 5. DESIGN VERIFICATION,CHANGES AND ALTERATIONS(Function Code 351) A. Construction Phase Services 1. The Engineer will continue Construction Phase Services as outlined in the original Agreement. Due to delays caused by existing utility conflicts,the project schedule has been extended for approximately (12)twelve months. The Engineer will continue Construction Phase Services for an additional(12) twelve months beyond the project's initial 15 month construction schedule. Sheets, Cit Attorney Date Supplemental Agreement No.4 Rev.03/02/04 Chiang-1 iphend2;TX02CR113;111982 64836 2 ADDENDUM TO EXHIBIT B Services to be Provided by the Engineer The changes to the scope of this project are as follows: The Engineer shall provide the necessary engineering and technical services required for the revisions of the preparation of plans, specifications and estimates (PS&E). The requested revisions are contained in two separate PS&E packages as outlined below. 1. Revisions to Kiphen Road Phase I—Construction of Kiphen Road Phase I is wholly contained within the Texas Department of Transportation's(TxDOT's)construction plans for FM 1460(CSJ No. 2211-02-015). The original intent of Kiphen Road Phase I was to realign the intersection of Old Settler's Boulevard at FM 1460 to meet up with proposed Double Creek Drive to the east. This supplemental agreement includes revisions to the realigned Kiphen Road Phase I project,which includes the relocation of the Kiphen Circle intersection, two driveway relocations, two driveway additions, median changes, illumination modifications, and right-of-way services. Right-of-way services will be performed, including data research, acquisition and coordination, right-of-way surveying, and right-of-way document preparation. These revisions will require changes to the 95%construction documents submitted to TxDOT. In addition, revisions will be required at the western limits of construction for the proposed Kiphen Road Phase II. 2. Revisions to Kiphen Road Phase II -These revisions, associated with the above Kiphen Phase I revisions, are to relocate one driveway, add one driveway,modify the illumination, and modify the center median at the western limits of construction on Kiphen Road Phase H. These revisions will require changes to the signed, sealed construction documents submitted to the City. Right-of-way services will be performed, including data research,acquisition and coordination, right-of-way surveying, and right-of-way document preparation. This supplemental agreement also includes revisions to the drainage plans recently completed. Drainage Systems B &C were modified as an alternative to relocating the existing high pressure gas line near Station 79+00. System B storm sewer was reduced by about 260 feet and associated drainage structures were relocated at the upstream end. The corresponding runoff was redirected to System C. System C was upsized, extended, and reconfigured to handle the additional drainage and continues to outfall at the designated culvert. System D was modified to reincorporate a section reinforced concrete pipe that was removed from the original plan set as a cost saving measure. However,part of System D has already been reconstructed so the original design has been reintegrated into the plan set. In addition, construction phase services for Kiphen Road Phase II have been extended due to construction delays caused by utility conflicts. Currently,the project has been extended 12 months beyond the initial 15 month schedule. The construction phase services included in the original contract will be continued for an additional 12 months as applicable. These additional services are described in the TASK OUTLINE shown below. Typical sections—revisions to existing sheet to modify median locations from FM 1460 to Kiphen Road Phase II. 3. Horizontal alignment data sheet—revise Kiphen Circle horizontal alignment. 4. Roadway plan and profiles—revisions to Kiphen Road and Kiphen Circle to modify alignments,add and modify driveways,modify medians and intersections. 5.
