WHEREAS, the City of Round Rock has duly advertised for bids for
the East Water Transmission Line - Phase 3B-2 Improvements Project, and
WHEREAS, Lewis Contractor' s Inc. has submitted the lowest
responsible bid, and
WHEREAS, the City Council wishes to accept the bid of Lewis
Contractor' s Inc. , Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Mayor is hereby authorized and directed to execute on
behalf of the City a contract with Lewis Contractor' s Inc. for the East
Water Transmission Line - Phase 3B-2 Improvements Project.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Recommendation to Award Contract
Dear Mr. Rundell:
On February 28, 200731 HDR Engineering assisted the City of Round Rock in opening bids.for the
above-referenced project. A tabulation of the bids,received is attached. The apparent low bidder,
was Lewis Contractors, Inc..from Bertram, Texas.'
HDR has. reviewed.the bidpropo sal submitted by Lewis Contractor's, Inc. We'recommend that
the City of Round Rock accept the bid:of Lewis Contractor°s in the.amount of$ 2,1.16,004'for
the Installation of approximately 5,429 linear feet.of 30-inch ductile iron pipe,1185 linear feet of
12-inch ductile iron pipe,and other'related work.-

3ustification:
On February 28, 2007, the City received five (5) bids for this project with the average bid
amount being $2,536,408.54. Lewis Contractor's, Inc. submitted the low bid in the amount
of $2,116,004.00. Staff recommends awarding the project to Lewis Contractor's, Inc. in the
amount of $2,116,004.00.
Fundina:
Cost: $2,116,004.00
Source of funds: Capital Project Funds (Self-Financed Utility)
Outside Resources: Lewis Contractor's, Inc.
HDR Engineering, Inc.
Background Information:
The East Water Transmission Line, Phase 3B-2 Improvements is to construct approximately
5,400 feet of 30" water line to be located along County Road 122 from Kiphen Road to
Highway 79. This water line is needed to meet current and future water demands in the east
and southeast areas of the City and is a part of the City's Water Distribution Master Plan
dated August 2004. The estimated construction budget for this project was $2,743,140.00.
In addition, this contract also includes the construction of the 12-inch Forest Creek Water
Line Improvements. This 12-inch water line is 1,185 linear feet in length. The line will be
located along the south side of Forest Creek Drive and extend from Red Bud Lane to St.
Andrews Drive.
