R-07-04-12-11F1 WHEREAS, the City of Round Rock has duly advertised for bids for the East Water Transmission Line - Phase 3B-1 Improvements Project, and WHEREAS, Joe Bland Construction, L.P. has submitted the lowest responsible bid, and WHEREAS, the City Council wishes to accept the bid of Joe Bland Construction, L.P. , Now Therefore BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS, That the Mayor is hereby authorized and directed to execute on behalf of the City a contract with Joe Bland Construction, L.P. for the East Water Transmission Line - Phase 3B-1 Improvements Project. The low bidder for the steel pipe option is Lewis Contractors of Bertram, Texas and the low bidder for the ductile iron pipe option is Joe Bland Construction of Austin, Texas. Carter& Burgess, Inc. has reviewed the information submitted by all bidders. It is our opinion that Lewis Contractors and Joe Bland Construction are both qualified to perform the required scope of work. It is also our opinion the low bid for both pipe material options is fair and reasonable for the scope of work to be performed. We hereby recommend award of the contract to Lewis Contractors if the steel pipe option is preferred by the City of Round Rock and recommend Joe Bland Construction if the ductile iron pipe option is preferred by the City. Consider a resolution authorizing the Mayor to execute a construction contract with Joe Bland Construction, L.P., for the East Water Transmission Line - Phase 3B-1 Improvements Project. Department: Water/Wastewater Utility Staff Person: Michael D. Thane, Director Justification: On March 6, 2007, the City received nine (9) bids for this project. Due to the rising cost in construction materials over the past several years, the City bid two types of pipe for the water line construction: Steel Pipe and Ductile Iron Pipe. The low bid amount being $3,474,395.00 from Lewis Contractor's, Inc. for Steel Pipe and $3,533,611.00 from Joe Bland Construction, L.P. for Ductile Iron Pipe. Both bids are approximately $500,000.00 under the estimated construction budget. Even though the difference between the two bids is $59,216.00, staff recommends that selecting Ductile Iron Pipe for this project provides the best value to the City from constructability and maintenance standpoints. A large portion of the City's water system has been constructed of Ductile Iron Pipe. Therefore, staff recommends awarding the project to Joe Bland Construction, L.P., in the amount of $3,533,611.00, based on the fact that both contractors are highly qualified, and that the existing phases of the East Water Transmission Line, being about 10 miles, are constructed of Ductile Iron Pipe. Funding: Cost: $3,533,611.00 Source of funds: Capital Project Funds (Self-Financed Utility) Outside Resources: Joe Bland Construction, L.P. (Contractor) Carter & Burgess, Inc. (Design Engineer) Background Information: The East Water Transmission Line, Phase 3B-1 Improvements will construct 7,221 linear feet of 36" water line from FM 1460 east along CR 112 to CR 117, then 8,679 linear feet of 30" water line south along CR 117 connecting to the East Water Transmission Line, Phase 3B-2 on CR 122 just north of Kiphen Road. This line is needed to deliver potable water to Paloma Lake MUD and to meet future water demands in the east and southeast areas of Round Rock. Per the Consent Agreement with Paloma Lake MUD, the MUD is responsible to pay $491,313.90 toward these improvements. Public Comment: N/A
