WHEREAS, Section 43 . 065 (a) of the Texas Local Government Code
requires that, within certain specified statutory timeframes, the City
Council of the City of Round Rock must direct the City' s Planning
Director to prepare a service plan that provides for the extension of
full municipal services to the areas which are proposed for annexation,
Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the City Council hereby directs the City' s Planning Director
to prepare a service plan that provides for the extension of full
municipal services to the following area proposed for annexation, said
property being further described in Exhibit "A" attached hereto and
incorporated herein for all purposes:
(1) Cressman Tract (12 . 67 acres, more or less) .
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

Cressman Tract
BEING a tract of land containing 12.67 acres, more or less, out of the P. A.
Holder Survey, Abstract No. 297, Williamson County, Texas and further
described as follows:
BEGINNING at a point, said point being the northwest corner of the herein
described tract, said point also being the northwest corner of a called 15.99-
acre parcel as recorded in Volume 1755, Page 329, of the Deed Records of
Williamson County, Texas (DRWC), said point also being in the east line of a
5.33-acre parcel as recorded in Volume 277, Page 473 (DRWC);
THENCE eastward with the north line of the herein described tract, same
line being the north line of said 15.99-acre parcel, passing the southernmost
southwest corner of a 32.114-acre tract annexed by the City of Round Rock
in Ordinance Number A-00-09-14-9B1 and recorded in Document Number
200083176 of the Official Public Records of Williamson County, Texas, and
continuing with south line of said 32.114-acre annexation tract, a distance of
approximately 632.5 feet to a point, (OPRWC); said point being in the north
line of the herein described tract and in the north line of said 19.99-acre
parcel, said point also being the southernmost southeast corner of said
32.114-acre annexation tract, and the POINT of BEGINNING for a 7.914-acre
tract annexed by the City of Round Rock in Ordinance Number A-00-09-14-
9B1 and recorded in Document Number 200083176 (OPRWC);
THENCE continuing eastward with the north line of the herein described
tract, same line being the north line of said 15.99-acre parcel and the south
line of said 7.914-acre annexation tract, a distance of approximately 436
feet to a point, said point being in the north line of the herein described tract
and in the south line of said 7.914-acre annexation tract, said point also
being the northeast corner of said 15.99-acre parcel and the northwest
corner of a called 3.00 acre parcel described in Volume 2422, Page 420
(DRWC);
THENCE continuing eastward with the north line of the herein described
tract, same line being the north line of said 3.00-acre parcel and the south
line of said 7.914-acre annexation tract, a distance of approximately 462
feet to a point, said point being the northeast corner of the herein described
tract and the northeast corner of said 3.00-acre parcel, said point also being
the northwest corner of a 0.73 acre-parcel described in Volume 618, Page
409 (DCWC), same point being the southeast corner of said 7.914-acre

THENCE southward with the east line of the herein described tract, same
being the east line of said 3.00-acre parcel and the west line of said 0.73-
acre parcel, a distance of approximately 173.19 feet to a point, said point
being the southeast corner of the herein described tract, same being the

0.73-acre parcel, and said point being in the then north right-of-way line of
US. Highway 79 as recorded in the aforementioned Volume 2422 Page 420

THENCE westward with the south line of said 3.00-acre parcel and the then
north right-of-way line of U.S. Highway 79 a distance of approximately
508.25 feet to a point, said point being the southwest corner of said 3.00-
acre parcel, same point being the southeast corner of the aforementioned
15.99-acre parcel;
THENCE continuing westward with the south line of said 15.99-acre parcel
and the then north right-of-way line of U.S. Highway 79 a distance of
approximately 1207.57 feet to a point, said point being the southwest corner
of said 15.99-acre parcel and the southwest corner of the herein described

THENCE northward with the west line of the said 15.99-acre parcel and the
herein described tract, a distance of approximately 875.42 to the POINT OF
BEGINNING and containing 19.03 acres, more or less;

service plan concerning the annexation of 12.67 acres of land,
more or less, out of the P.A. Holder Survey. (Also known as the
Cressman Tract)

Justification:
This tract of land, known as the Cressman Tract, is comprised of two abutting parcels
located on the north side of US Highway 79 (a.k.a. East Palm Valley Boulevard), east and
west of future Arterial A. A portion of the 19.03 acres (approximately 6.36 acres) was
previously annexed by the City; however, 12.67 acres remains outside the City Limits. It is
the city's desire to annex this 12.67 acres in order to control the development of this area.

Background Information:
This tract of land is located within the City of Round Rock's ETJ and in Williamson County.
Public Comment:
Two public hearings are scheduled to be held on June 12, 2007, and June 14, 2007. On
April 27, 2007, written notices will be sent by certified mail to the property owners of the
proposed annexed lands and to all public and private utility providers that could be affected.
Published notice of the June 12, 2007, and June 14, 2007 public hearings will appear in the
Round Rock Leader on May 26, 2007 and will be posted on the City's Website on May 25,
2007. In addition, a community meeting for property owners is schedule for May 15, 2007
to explain the unilateral annexation process.
