WHEREAS, section 14 . 02 of the Home Rule Charter for the City of
Round Rock, Texas, provides that the Council shall designate a public
newspaper of general circulation in the City as official publication
for legal notices, and
WHEREAS, the Round Rock Leader is a public newspaper of general
circulation in the City, and
WHEREAS, the Council is desirous of designating the Round Rock
Leader as the official publication of the City, Now Therefore,
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS,
That the Round Rock Leader is designated as the official
publication of the City and all ordinances, notices and any other
matter required to be published shall be published therein, and
BE IT FURTHER RESOLVED that the Council hereby authorizes the
Mayor to execute a one year agreement with Cox Communications, Inc. dba
Round Rock Leader to provide the required services at its normal and
usual rates, a copy of said agreement being attached hereto as Exhibit
"A" and incorporated herein for all purposes.
The City Council hereby finds and declares that written notice of
the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to the
public as required by law at all times during which this Resolution and
the subject matter hereof were discussed, considered and formally acted
upon, all as required by the Open Meetings Act, Chapter 551, Texas
Government Code, as amended.

CONTRACT FOR OFFICIAL NEWSPAPER
This Contract for Official Newspaper ("Contract') is made this day of
, 2007, between the City of Round Rock, Texas, a municipal corporation
operating under a home rule charter, hereinafter called "CITY", and COX
COMMUNICATIONS,INC. dba ROUND ROCK LEADER,doing business at 105 South Blair
Street, Round Rock, Williamson County,Texas, hereinafter called"COX":
WHEREAS, COX is the publisher of the Round Rock Leader, a public newspaper of
general circulation in the City of Round Rock, and
WHEREAS, the Home Rule Charter for the CITY provides that the Council shall
annually designate a public newspaper as the official newspaper of the CITY, and
WHEREAS, the Home Rule Charter instructs the Council to contract annually with a
public newspaper, and
WHEREAS, the Council has by resolution designated the Round Rock Leader as the
official newspaper of the CITY;
NOW,THEREFORE,IT IS AGREED AS FOLLOWS:
I.
COX agrees to publish in the Round Rock Leader all ordinances, notices, and any other
advertising matter required to be published by the Home Rule Charter, the ordinances of the
CITY,or the constitution and/or laws of the State of Texas.
COX further agrees that all such matter in the form of legal liner advertising delivered to
its office by 2:00 PM on Tuesday will be published in the paper dated and delivered the
Thursday immediately fallowing, and that all such liner advertising matter delivered to its office
by 2:00 PM on Wednesday will be published in the paper dated and delivered the Saturday
immediately following, and that all such liner advertising matter delivered to its office by 2:00
PM on Friday will be published in the paper dated and delivered in the next scheduled
publication.
COX further agrees that all such matter in the form of display advertising, maps and
illustrations delivered to its office by 12:00 Noon on Tuesday will be published in the paper
dated and delivered the Thursday immediately following, and that all such display advertising,
maps and illustrations delivered to its office by 12:00 Noon on Wednesday will be published in
the paper dated and delivered the Saturday immediately following, and that all such display
advertising, maps and illustrations delivered to its office by 12:00 Noon on Friday will be
published in the paper dated and delivered in the next scheduled publication.
COX further agrees to provide CITY with all appropriate affidavits of publication and
tearsheets of actual publications as may be requested by the CITY.

II.
In consideration of the foregoing, CITY agrees to pay COX the following advertising
rates:
Display Advertising (border advertisements) $9.10 per column inch*
Maps and Illustrations inserted into Legal Liner $9.10 per column inch*
Legal Liner Advertising $0.28 cents per word
*This are flat rates. There are no discounts available.
In addition to publishing Legal Liner advertising in the printed publication (newspaper),
COX agrees to publish legal liner advertising on its web site at www.rrleader.com at no
additional charge.
All accounts are due on the 25th of the month following publication. Past due balances
will be assessed a service charge of 1.5 percent of total balance due.
The aforementioned rates will not be increased during the term of this Contract.
III.
The obligations and undertakings of each of the parties to this Contract shall be
performable in Round Rock, Williamson County,Texas.
IV.
This Contract shall be governed by and construed in accordance with the laws of the
State of Texas, and venue shall lie in Williamson County,Texas.
V.
The Contract shall become effective on August 1, 2007 and shall continue to be in effect
until September 30, 2008
