R-07-08-09-8D1 - 8/9/2007 RESOLUTION NO. R-07-08-09-8D 1 WHEREAS, the Local Public Health Reorganization Act, now codified in Chapter 121 of the Texas Health and Safety Code (the "Act" ) , authorizes the establishment of public health districts by a majority vote of the governing bodies of a county and one or more municipalities in the county for the purpose of providing and furnishing public health programs; and WHEREAS, in 1989 the Williamson County Health Department was reorganized as a Public Health District by Williamson County and the Cities of Cedar Park, Georgetown, Round Rock, and Taylor (collectively the "Members") , and re-designated as the Williamson County & Cities Health District (hereinafter the "District") ; and WHEREAS, Williamson County and each of the Member Cities contribute financially to the operations of the District in order for it to provide its designated health related services; and WHEREAS, the mission of the District, in partnership with the Member Cities, is to protect and promote the health of the people of Williamson County; and WHEREAS, the Members of the District appointed a representative to a Task Force, along with the Executive Director of the District to study the feasibility of inviting other incorporated cities located in Williamson County to join the District; and WHEREAS, it is the finding of the Task Force that all incorporated cities of Williamson County benefit from the programs provided by District regardless of membership in the District; and O:\wd0x\RESOLUTI\R70809DL.WPD/MC WHEREAS, the Task Force prepared a letter that was signed by all members of the District and sent to all incorporated cities in Williamson County who are not currently participating in the District outlining the benefits of membership in the District and inviting them to become participating members of the District; and WHEREAS, The City of Liberty Hill, Texas joined the District in July 2007; and WHEREAS, the Task Force has prepared a follow-up letter to be signed by all members of the District and sent to all incorporated cities in Williamson County who are not currently participating in the District further outlining the benefits of membership in the District and inviting them to become participating members of the District; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: That the Mayor is hereby authorized and directed to execute the letter to incorporated cities in Williamson County, Texas who do not currently participate in a Cooperative Agreement with the Williamson County and Cities Health District, which is attached hereto as Exhibit "All;All BE IT FURTHER RESOLVED, That the Mayor is also authorized and directed to execute future letters on behalf of the Williamson County and Cities Health District as they relate to the recruitment of cities that do not currently participate in a Cooperative Agreement with the Williamson County and Cities Health District. 2 The City Council hereby finds and declares that written notice of the date, hour, place and subject of the meeting at which this Resolution was adopted was posted and that such meeting was open to the public as required by law at all times during which this Resolution and the subject matter hereof were discussed, considered and formally acted upon, all as required by the Open Meetings Act, Chapter 551, Texas Government Code, as amended. Those five entities are the founding members of the Williamson County and Cities Health District. As we understand it, Karen Wilson, Executive Director of the Health District has conta-ted and met with either the elected body or other representatives.of your City to discuss the benefit of the programs provided by the Health District and how those programs impact not only our communities-, but yours as well. The Clity of Liberty Hill has just recently made an official and formal action to become a mem*_ r of the Health District. Their--participation is greatly appreciated and should be a guideVnd indicator for other non--rhember cities to join the Health District.- The purpose of the previous letter,-which has been attached, was to educate you on the services that your residents are currently receiving from. the Health District, without your City actually being a member. Your community is currently receiving valuable services and resources that are not duplicated by any other agency. Your participation and financial contribution to the Health District will be integral to the benefits that your residents receive. We all have budget constraints and the Health District is no exception. In order for the Health District to continue to provide vital public health services to all of our communities, it is imperative that all cities participate and contribute to the funding of those services. As the Health District moves forward, we will need to undertake a very hard and exhaustive examination of what services will be provided to member cities and which services and programs will no longer be offered to non-member cities in the County. To give you a little bit of history, the Williamson County Health Department was established in 1943. Thereafter, the Local Public Health Reorganization Act, now codified in Chapter 121 of the Texas Health and Safety Code (the "Act"), authorized the establishment of public health districts by a majority vote of the governing bodies of a county and one or more municipalities in the county for the purpose of providing and furnishing public health programs. Accordingly, the Williamson County Health Department was reorganized in 1989 as a Public Health District by Williamson County, Texas, and the Cities of Cedar Park, Georgetown, Round Rock, and Taylor (collectively the "Members"), and re-designated as the Williamson County & Cities Health District (hereinafter the "District'). Williamson County and each of the Member Cities contribute financially to the operations of the District in order for it to provide its designated health related services. The District provides many services to promote and protect the health of our residents. Examples include: childhood immunizations; prenatal care for low-income uninsured women; treatment of tuberculosis and sexually transmitted diseases; investigation and control measures for contagious diseases; nutrition education and food supplements for pregnant women and children under 5 years; screening for program eligibility and helping to connect people to needed health and social services programs; educating people to lead healthier lifestyles; inspecting restaurants and other food establishments, including schools; inspecting daycares; teaching food handlers safe food handling practices; regulating septic system installations and managing the floodplain program for the county. The District also collects and analyzes health status data and works together with many other organizations and groups to address issues related to public health. The District is part of the first responder team that plays a role in preparing for and responding to natural or terrorist-caused disasters and other public health emergencies, such as epidemics. Each of the members of the District have the authority to govern the District through a "Cooperative Agreement," which was last revised and re-adopted by the Members in 1992. The" Cooperative Agreement' is currently being amended and restated to reflect current practices and to clarify certain provisions. During the course of the discussions regarding the revision of the "Cooperative Agreement," the Member Cities asked the District to provide information regarding the services it provides how those services impact not only residents in rural Williamson County and the Member Cities, but also all other communities in Williamson County. Each Member of the District appointed a representative to a Task Force, which includes the Executive Director of the District to study the feasibility of inviting other incorporated cities located in Williamson County to join the District.
