By: JAI Lindner, P.E., Managing Principal 00119128/0199.4622 S ADDENDUM TO EXHIBIT B Engineering Services The changes to the Engineering Services for this project are as follows: EXHIBIT B— ENGINEERING SERVICES SUPPLEMENTAL AGREEMENT NO. 2 BCRUA REGIONAL WATER SUPPLY PROJECT RAW WATER SYSTEM July 23, 2007 SCOPE OF WORK The objective of this supplemental agreement is to provide additional services for: • Final Design of the Phase 1 Pipeline from the Cedar Park Water Treatment Plant to the proposed Regional Water Treatment Plant, and • Preliminary Design of the Phase 2A Deep Water Intake. Services included in this Supplemental Agreement No. 2 scope of work are described herein.- A. erein:A. PHASE 1 RAW WATER FACILITIES— FINAL DESIGN (Floating Intake & Pipeline) I. Surveying and Easements Perform surveying and easement services for approximately 28,600 I.f. of pipeline from the Cedar Park Water Plant to the proposed BCRUA regional Water Plant. The Surveyor will assure compliance and adherence to all state standards and regulations set forth by the Texas Board of Professional Land Surveyors for the type work performed. The surveyor will provide the required property surveying, design surveying, utility mapping, aerial photogram metric data and easement/right-of-way documentation for the proposed alignment including the following services: a. Gathering property ownership, deed, plats, road right-of-way and utility information, prepare record information base map. (60 owners) b. Establish horizontal and vertical control for conventional mapping and boundary, or right-of-way, locations by GPS or conventional methods. Control will be based on City of Cedar Park monumentation, existing and previously set. c. Perform aerial mapping control and panel layouts as specified by mapping consultant along specified flight lines. Control flight with simultaneous operation of GPS on the ground. (28 panels) d. Perform aerial mapping and photography at standards to create one foot contours and show planimetric features in general accordance with SM1/SM2 (200'wide—600'photo) for pipeline route. e. Perform supplemental ground surveys of critical design areas and areas obstructed by aerial view in general terms. f. Locate, describe and tag trees 8-inch or larger as required by local ordinance within construction zones. (300 ordinance trees) h. Perform lake-bottom hydrographic/bathometric surveys and contour underwater areas of proposed tunnel location. i. Perform right-of-way, boundary, and easement surveys. Prepare metes and bounds of easements (10), and preamble type descriptions of temporary construction easements (55), with attached exhibit map of each. j. Prepare overall right-of-way/easement strip map to include route, parcel configurations, parcel numbers and project control. k. Survey proposed land and marine bores. (30-35 locations) I. Survey environ mental/archeology features. (8 locations) M. Pre-construction project control locations for contractor. 2. Geotechnical Investigation — Lime Creek Tunnel a. Field Exploration. Subsurface exploration will consist of two land borings (one near each shaft) and two marine borings near the alignment across Lake Travis. The borings will extend to an elevation of about 570 ft, about 30 ft below the proposed tunnel invert elevation of 600 feet. At this termination elevation the land borings will range in depth from 130 to 145 feet below existing grade and the marine borings will be drilled to about 60 feet below the mud line of Lake Travis. The surficial alluvial and residual soils will be sampled intermittently using push tubes, auger cuttings, and/or Standard Penetration samplers. The bedrock will be continuously cored using NQ-size wireline drilling techniques. Packer tests will be conducted in the bedrock in each of the two land borings. All of the borings will be filled and plugged after completion of drilling. At present time, we do not foresee the need for installing temporary Piezometers in the borings for groundwater measurements and the cost of installing these instruments are not included in our budget. b. Laboratory tests (natural water contents, Atterberg limits, and grain size analyses) will be performed to classify the predominant soil strata and evaluate plasticity and gradation. Unconfined compression tests will be conducted on selected rock core samples to evaluate the compressive strength of these materials. Specialized rock tests (Brazilian Tensile, Punch Penetration, Cerchar Abrasivity Index) will be conducted on selected rock core in the tunnel zone for tunneling purposes. c. Tunnel Engineering. Engineering and technical services will consist of the following major task items: Review available geotechnical and geological literature and maps of the area. 7/23/2007 Page 2 Carter& Burgess BCRUA Raw Water Intake and Pipeline Supp Agree No.2 • Develop and implement the subsurface exploration and lab testing program discussed in the preceding paragraphs. • Interpretation of geotechnical and geological data. • A Geotechnical Data Report (GDR) that will include all geotechnical data developed for this investigation. Specifically, the data report will include logs of borings, plan of borings, results of laboratory testing, and summary of water level readings obtained while drilling the borings. The drilling and laboratory testing methodology will also be described. Five bound and one unbound final copies will be provided. We assume that others will provide additional copies for inclusion in the contract documents. A Geotechnical Baseline Report (GBR) specifically for the crossing under Lake Travis and the two connecting tunnel shafts. The GBR will include interpretation of the geotechnical data and establish baseline conditions for those two elements of the project. See Attachment 3 for more details. Five bound and one unbound final copies will be provided. We assume that others will provide additional copies for inclusion in the contract documents. B. PHASE 2A RAW WATER FACILITIES — PRELIMINARY DESIGN (Deep Water Intake & Pipeline) 1. Deep Water Intake Site Analysis Planning. Prepare technical materials and attend up to ten meetings with the Cities, the public involvement agency, and/or other stakeholders to determine the strategy for performing a deep water intake site analysis study and public involvement effort. 2. Special Services - Site Selection Study for Deep Water Intake._Special services will not be performed by Engineer without written authorization by the Cities. The services include the following.- a. ollowing:a. Attend an initial meeting with the Cities to review the sites selected for evaluation and identify intake concepts for investigation. b. Prepare typical, non-site-specific drawings for four generic design concepts at seven (7) potential intake sites. It is anticipated that the most probable concepts are a microtunneled lake-tap intake and pump station (similar to GBRA's intake on Canyon Reservoir), a microtunneled lake-tap intake with a remote pump station, a platform-tower intake and pump station (similar to BRA's intake on Stillhouse Hollow Reservoir), and an inclined pump intake (similar to Round Rock's intake on Lake Georgetown). The drawings will be representative of a typical installation at any of the seven sites. The drawings will include typical plan and sectional views of each concept. c. Determine feasibility and impact of constructing each intake concept at each site and make recommendation on final site and intake type. Evaluation shall include topographic and bathymetric contours, flood plain, land area required, adjacent 7/23/2007 Page 3 Carter& Burgess BCRUA Raw Water Intake and Pipeline Supp Agree No. 2 land uses, local regulations (local ordinances, including City of Volente zoning and LCIRA marina ordinances, and State regulations (Texas Commission on Environmental Quality. d. Determine the preliminary route from the deep water intake to Phase 1 pipeline near the Cedar Park Water Plant for each site and determine the potential impacts of each route. Detailed analysis of the of the exact route will be performed after the final intake site has been selected and is not included in this scope of services. G. Prepare planning-level construction cost estimates for each concept at each site and develop a site ranking matrix. In conjunction with the Cities, make recommendation for final intake concept and site based on evaluation criteria considered. f. Attend a total of twelve meetings with the Cities beyond the regularly scheduled Design Oversight Committee meetings. g. Prepare presentation graphics and attend up to three public involvement meetings or presentations. h. Prepare up to fifteen (15) copies of a draft and a final report that documents study findings and recommendations. C. CLARIFICATIONS AND EXCLUSIONS: Geotechnical Investigation 1. Only one mobilization/demobilization of land based field exploration equipment is required. 2. Marine borings will be drilled concurrently with another nearby project on Lake Travis. Mobilization/demobilization and barge assembly/disassembly are not included in the cost. 3. Access, right-of-entry, and any permits required for site access will be obtained by the Client rior to our field crew arrival. 4. All land boring locations will be accessible to our truck-mounted drilling and support equipment without grading and/or clearing. 5. All underground utilities will be located and clearly marked by Client prior to field crew arrival. 6. Sal cuttings and drilling mud will be collected and transported from the site. The borings will be filled with bentonite chips and existing asphalt pavement surfaces will be patched with asphaltic cold mix. 7. Environmental assessment, evaluation, and/or analyses are outside the scope of this study. S. Standby for site access or any other delays beyond our control will not exceed 1 hour per day. 9. Surveyed alignment and boring locations and elevations will be provided by others. 10. Construction phase services are not included in the scope or budget at this time. 7/23/2007 Page 4 Carter& Burgess BCRUA Raw Water Intake and Pipeline Supp Agree No. 2 Site Selection Study for Deep Water Intake 11. This scope of work is predicated on seven sites and four design concepts. More than seven sites and/or four concepts evaluated at each site may be included in the study as an additional service. 12. Two of the four generic design concepts are a consolidated microtunneled lake-tap intake and pump station and a microtunneled lake-tap intake with a remote pump station. Engineer will use data, drawings, and cost estimates prepared previously in the progress of this study. Alternative concepts may be substituted for either of these concepts as an additional service. 13. This proposal does not include environmental consulting services. The Cities must contract with their environmental consultant to provide environmental reviews of the sites. 14. This proposal does not include any public involvement other than preparing technical material and attendance at meetings as noted in the scope. The Cities must contract with their public involvement consultant to develop and conduct suitable public involvement. 15. Presentation graphics for public meetings are limited to adaptations of graphics or figures prepared previously or as part of the above scope of work. Preparation of other, original materials may be included in the study as an additional service. 16. Completion of the Preliminary Design Report {PDR} is not included in this scope. A separate amendment of the engineering services agreement may be necessary to facilitate completion of the PDR depending on the final intake site and pipeline route recommended. 17. Services included in this Supplemental Agreement No. 2 scope of work are described herein: A. PHASE 1 RAW WATER FACILITIES— FINAL DESIGN (Floating Intake & Pipeline) 1. Surveying and Easements Perform surveying and easement services for approximately 28,600 I.f. of pipeline from the Cedar Park Water Plant to the proposed BCRUA regional Water Plant. The Surveyor will assure compliance and adherence to all state standards and regulations set forth by the Texas Board of Professional Land Surveyors for the type work performed. The surveyor will provide the required property surveying, design surveying, utility mapping, aerial photogram metric data and easement/right-of-way documentation for the proposed alignment including the following services: a. Gathering property ownership, deed, plats, road right-of-way and utility information, prepare record information base map. (60 owners) b. Establish horizontal and vertical control for conventional mapping and boundary, or right-of-way, locations by GPS or conventional methods. Control will be based on City of Cedar Park monumentation, existing and previously set. c. Perform aerial mapping control and panel layouts as specified by mapping consultant along specified flight lines. Control flight with simultaneous operation of GPS on the ground. (28 panels) d. Perform aerial mapping and photography at standards to create one foot contours and show planimetric features in general accordance with SM1/SM2 (200'wide—600'photo) for pipeline route. e. Perform supplemental ground surveys of critical design areas and areas obstructed by aerial view in general terms. f. Locate, describe and tag trees 8-inch or larger as required by local ordinance within construction zones. (300 ordinance trees) h. Perform lake-bottom hydrographic/bathometric surveys and contour underwater areas of proposed tunnel location. i. Perform right-of-way, boundary, and easement surveys. Prepare metes and bounds of easements (10), and preamble type descriptions of temporary construction easements (55), with attached exhibit map of each. j. Prepare overall right-of-way/easement strip map to include route, parcel configurations, parcel numbers and project control. k. Survey proposed land and marine bores. (30-35 locations) I. Survey environmental/archeologyfeatures. (8 locations) M. Pre-construction project control locations for contractor. 2. Geotechnical Investigation — Lime Creek Tunnel a. Field Exploration. Subsurface exploration will consist of two land borings (one near each shaft) and two marine borings near the alignment across Lake Travis. The borings will extend to an elevation of about 570 ft, about 30 ft below the proposed tunnel invert elevation of 600 feet. At this termination elevation the land borings will range in depth from 130 to 145 feet below existing grade and the marine borings will be drilled to about 60 feet below the mud line of Lake Travis. The surficial alluvial and residual soils will be sampled intermittently using push tubes, auger cuttings, and/or Standard Penetration samplers. The bedrock will be continuously cored using NQ-size wireline drilling techniques. Packer tests will be conducted in the bedrock in each of the two land borings. All of the borings will be filled and plugged after completion of drilling. At present time, we do not foresee the need for installing temporary piezometers in the borings for groundwater measurements and the cost of installing these instruments are not included in our budget. b. Laboratory tests (natural water contents, Atterberg limits, and grain size analyses) will be performed to classify the predominant soil strata and evaluate plasticity and gradation. Unconfined compression tests will be conducted on selected rock core samples to evaluate the compressive strength of these materials. Specialized rock tests (Brazilian Tensile, Punch Penetration, Cerchar Abrasivity Index) will be conducted on selected rock core in the tunnel zone for tunneling purposes. c. Tunnel Engineering. Engineering and technical services will consist of the following major task items: Review available geotechnical and geological literature and maps of the area. 7/23/2007 Page 2 Carter& Burgess BCRUA Raw Water Intake and Pipeline Supp Anrme No. 2 • Develop and implement the subsurface exploration and lab testing program discussed in the preceding paragraphs. • Interpretation of geotechnical and geological data. • A Geotechnical Data Report (GDR) that will include all geotechnical data developed for this investigation. Specifically, the data report will include logs of borings, plan of borings, results of laboratory testing, and summary of water level readings obtained while drilling the borings. The drilling and laboratory testing methodology will also be described. Five bound and one unbound final copies will be provided. We assume that others will provide additional copies for inclusion in the contract documents. A Geotechnical Baseline Report (GBR) specifically for the crossing under Lake Travis and the two connecting tunnel shafts. The GBR will include interpretation of the geotechnical data and establish baseline conditions for those two elements of the project. See Attachment 3 for more details. Five bound and one unbound final copies will be provided. We assume that others will provide additional copies for inclusion in the contract documents. B. PHASE 2A RAW WATER FACILITIES — PRELIMINARY DESIGN (Deep Water Intake & Pipeline) 1. Deep Water Intake Site Analysis Planning. Prepare technical materials and attend up to ten meetings with the Cities, the public involvement agency, and/or other stakeholders to determine the strategy for performing a deep water intake site analysis study and public involvement effort. 2. Special Services - Site Selection Study for Deep Water Intake._Special services will not be performed by Engineer without written authorization by the Cities. The services include the following: a. Attend an initial meeting with the Cities to review the sites selected for evaluation and identify intake concepts for investigation. b. Prepare typical, non-site-specific drawings for four generic design concepts at seven (7) potential intake sites. It is anticipated that the most probable concepts are a microtunneled lake-tap intake and pump station (similar to GBRA's intake on Canyon Reservoir), a microtunneled lake-tap intake with a remote pump station, a platform-tower intake and pump station (similar to BRA's intake on Stillhouse Hollow Reservoir), and an inclined pump intake (similar to Round Rock's intake on Lake Georgetown). The drawings will be representative of a typical installation at any of the seven sites. The drawings will include typical plan and sectional views of each concept. c. Determine feasibility and impact of constructing each intake concept at each site and make recommendation on final site and intake type. Evaluation shall include topographic and bathymetric contours, flood plain, land area required, adjacent 7/23/2007 Page 3 Carter& Burgess BCRUA Raw Water Intake and Pipeline Supp Anree No. 2 land uses, local regulations (local ordinances, including City of Volente zoning and LCRA marina ordinances, and State regulations (Texas Commission on Environmental Quality. d. Determine the preliminary route from the deep water intake to Phase 1 pipeline near the Cedar Park Water Plant for each site and determine the potential impacts of each route. Detailed analysis of the of the exact route will be performed after the final intake site has been selected and is not included in this scope of services. G. Prepare planning-level construction cost estimates for each concept at each site and develop a site ranking matrix. In conjunction with the Cities, make recommendation for final intake concept and site based on evaluation criteria considered. f. Attend a total of twelve meetings with the Cities beyond the regularly scheduled Design Oversight Committee meetings. g. Prepare presentation graphics and attend up to three public involvement meetings or presentations. h. Prepare up to fifteen (15) copies of a draft and a final report that documents study findings and recommendations. C. CLARIFICATIONS AND EXCLUSIONS: Geotechnical Investigation 1. Only one mobilization/demobilization of land based field exploration equipment is required. 2. Marine borings will be drilled concurrently with another nearby project on Lake Travis. Mobilization/demobilization and barge assembly/disassembly are not included in the cost. 3. Access, right-of-entry, and any permits required for site access will be obtained by the Client RriZ to our field crew arrival. 4. All land boring locations will be accessible to our truck-mounted drilling and support equipment without grading and/or clearing. 5. All underground utilities will be located and clearly marked by Client prior to field crew arrival. 6. Soil cuttings and drilling mud will be collected and transported from the site. The borings will be filled with bentonite chips and existing asphalt pavement surfaces will be patched with asphaltic cold mix. 7. Environmental assessment, evaluation, and/or analyses are outside the scope of this study. 8. Standby for site access or any other delays beyond our control will not exceed 1 hour per day. 9. Surveyed alignment and boring locations and elevations will be provided by others. 10. This scope of work is predicated on seven sites and four design concepts. More than seven sites and/or four concepts evaluated at each site may be included in the study as an additional service. 12. Two of the four generic design concepts are a consolidated microtunneled lake-tap intake and pump station and a microtunneled lake-tap intake with a remote pump station. Engineer will use data, drawings, and cost estimates prepared previously in the progress of this study. Alternative concepts may be substituted for either of these concepts as an additional service. 13. This proposal does not include environmental consulting services. The Cities must contract with their environmental consultant to provide environmental reviews of the sites. 14. This proposal does not include any public involvement other than preparing technical material and attendance at meetings as noted in the scope. The Cities must contract with their public involvement consultant to develop and conduct suitable public involvement. 15. Presentation graphics for public meetings are limited to adaptations of graphics or figures prepared previously or as part of the above scope of work. Preparation of other, original materials may be included in the study as an additional service. 16. Completion of the Preliminary Design Report (PDR) is not included in this scope. A separate amendment of the engineering services agreement may be necessary to facilitate completion of the PDR depending on the final intake site and pipeline route recommended. 17.
