Issue Date: 8/2000 17 Round Rock Crime Victims Assistance PROJECT SUMMARY The Round Rock Police Department Victims Assistance Program is committed to protecting the rights of and providing services to victims of violent crime as well as the immediate family in the case of death investigations. The program's primary goal is to alleviate the psychological and emotional trauma resulting from crime. The program provides support to crime victims and victims of other serious incidents, ensuring that victims' and survivors' needs are balanced against the needs and objectives of the criminal investigation. The City of Round Rock has grown rapidly and is expected to continue to do so into the foreseeable future. The concurrent, increasing demand for victim services is outstripping the city's capacity to provide services to the victims of violent crime. Based on available population forecasts, the Round Rock Police Department's Victims Assistance Program caseload will rise from a forecasted 609 cases in fiscal 2000-01 to 755 cases by fiscal 2004-05. The project would hire two part-time, Victims Assistance Providers to: improve the services received by crime victims in Round Rock by increasing the quality and quantity of personal contacts with victims, providing additional victims assistance training to police officers, and increasing public awareness of the Victims Assistance Program. The target population for this project is all such victims and survivors within the city limits of Round Rock, Texas. The project will allow the Victims Assistance Program to keep pace with the city's growth, train police officers in victims assistance issues, and improve the quality of service that crime victims receive from the Program. City of Round Rock VOCA Application GOAL STATEMENT Improve the services received by crime victims in Round Rock by increasing the quality and quantity of personal contacts with victims,providing additional victims assistance training to police officers, and increasing public awareness of the Victims Assistance Program. TARGET GROUP The target population for this project is all victims of violent crime—as well as the immediate family in the case of death investigations—within the city limits of Round Rock;Texas. The city comprises an area of approximately 27 square miles. The program acts as a support system to victims by providing immediate crisis intervention; serving as an information-and-referral source for the victims, survivors, and their families; and assisting in filing Crime Victims Compensation Claims. Addressing these needs not only assists victims but also facilitates the victims' and witnesses' willingness and ability to cooperate with the Criminal Justice System in the investigation and prosecution of these crimes. The intent of our intervention is to provide crisis intervention to people in need and reduce officer time on scene. Costs will be expended using the City of Round Rock's travel policy, which allows for reimbursement of meals via per diem or for actual reasonable costs, 29 cents per mile for personal car, and the lowest rate possible for lodging (typically, the "government" rate). Additional costs may include conference fees and tuition, hotel and parking fees, meals, and other transportation. FLOOD INSURANCE—It will comply with the flood insurance purchase requirements of Section 102(a)of the Flood Disaster Protection Act (Ch.50 USC§4001). This section requires,on and after March 2, 1975,the purchase of flood insurance in communities where such insurance is available as a condition for the receipt of any Federal financial assistance for construction or acquisition purposes for use in any area that had been identified by the Secretary of the Department of Housing and Urban Development as an area having special flood hazards.The phrase"Federal financial assistance"includes any form of loan,grant,guaranty,insurance payment,rebate,subsidy,disaster assistance loan or grant,or any other form of direct or indirect Federal assistance. 10. Resource: Paul Conner, Chief of Police/Rick White History: The Police Department's Victims Assistance Program acts as support system to crime and family crisis victims by providing immediate crisis intervention; serving as an information and referral source for the victims, survivors, and their families; and assisting in filing Crime Victims Compensation Claims. Addressing these needs not only assist victims but also facilitates the victims' and witnesses' willingness and ability to cooperate with the criminal justice system in the investigation and prosecution of these crimes. The program's caseload has risen 42 percent since calendar 1997, and its caseload is expected to continue to grow rapidly as the City population grows. This three-year grant would seek $31,973 in first-year funding for two part-time Victims Assistance personnel beginning in July. The grant requires a 20 percent ($7,993)match by the City. In the first year of the grant, the match will be covered by in-kind equipment and supplies. In the second and third year, the match is covered by in-kind volunteer hours.
